Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Our Property Acquisitions Division within the Capital Projects Group is seeking a Realty and Legal Liaison to oversee real estate and/or legal transaction submissions from Capital Project Teams, for accuracy and timely completion and provides recommendations and advice on transactional issues to mitigate key risks related o significant capital projects.
- Oversees, reviews, and analyzes realty and legal requirements for property delivery to the respective teams for accuracy, consistency and compliance with policy and requirements by:
- Identifying issues, risks and/or potential delays by proactively communicating with project management teams using regular and timely reporting and/or meetings as required,
- Collecting and recording property acquisition documentation (i.e. requirement to secure, purchase, expropriate, or otherwise acquire land for capital project delivery)
- Reviewing and analyzing land and real estate documents for proper completion and compliance with capital projects requirements and Metrolinx policy, recommends improvements/ remedies, and determines priority processes/actions, potential issues, and associated risks
- Oversees, tracks, maintains and reviews the property data management system, outstanding documents, actions, and requests to facilitate the acquisition process moving forward on target to meet schedule delivery deadlines, and escalating problems for resolution
- Acts as single point of contact for real estate, acquisitions and legal requirements of corporate infrastructure projects (i.e. review, analyze, track, and communicate with involved parties)
- Acts as liaison between capital project teams and acquisitions/realty/legal business units to facilitate requests for additional information and/or documentation, and provide timely problem resolution; counsels, guides, provides expertise to, strategizes with project teams on all property/real estate matters; communicates with project teams through regular and timely reports and/or meeting updates
- Coordinates with Communications, Real Estate and Legal departments to plan required resources, manage document/transaction processing workloads
- Develops, implements, and updates procedures and protocols to track and monitor outstanding real estate and/or legal issues that affect corporate infrastructure projects
- Coordinates project budget and tracks costs within approved budgetary limits
What Skills and Qualifications Do I Need?
- Completion of a diploma in Business Administration, Urban Planning, Engineering, Construction or related field – or a combination of education, training and experience deemed equivalent; additional training/coursework in project management, urban/regional planning, real property administration and/or real estate are assets
- Demonstrated experience in with construction projects, property development, real property administration or similar function, ideally within the public sector
- Legal, real estate, and property-related agreements, contracts and Memorandums of Understanding (MOUs), general legal matters pertaining to real property rights, property law/valuation, property assessment, survey plans/documents
- Coordinating complex projects and managing multiple tasks, often under pressure and within significant time constraints
- Attention to detail to design and construct programs, techniques, standards, and procedures
- Theories, principles and practices of project management; project management software
- Collaboration and conflict resolution skills to manage and reconcile the needs of a diverse range of stakeholders
- Interpersonal, oral/written/presentation skills to clearly, concisely, and logically structure information
- Knowledge with or previous work experience with the Expropriations Act and Building Transit Faster Act would be an asset
