POSITION SYNOPSIS AND PURPOSE:
This non-union position, under the general direction of the Manager of Recreation Facilities & Programs, will develop and provide safe, accessible, convenient and affordable recreational opportunities for the citizens of St. Thomas and surrounding areas. Provides leadership and supervision to program, camp and aquatic staff while ensuring the safe and effective operation of camps, skating programs, fitness and recreation programs, recreation and leisure activities, and aquatics.
The Supervisor of Recreation Programs is accountable for the administration, marketing and management of all programs within the Division, including efficient staffing, budgets, strategic planning and legislative compliance. They provide expert advice and sound recommendations to the Manager of Recreation Facilities and Programs on aquatics, recreation programs and customer service issues as well as operational and business plans.
This position is responsible for ensuring that activities and operations follow the Occupational Health & Safety Act, all related legislative policies, regulations, corporate policy, and direction.
MAJOR RESPONSIBILITIES AND ACCOUNTABILITIES:
Program Development, Implementation and Evaluation (30%)
- Plans, coordinates and implements recreation and leisure programs, aquatics, camps, adult and youth programs and events such as: Summer Day Camps, PD Day Camps, March Break and Winter Break Camps, Spring Hockey, Winter/Spring/Fall Programs, Adult Programs, Aquatic Summer Programs, Drop-in Programs and the Walking Track.
- Creates, organizes and operates all current recreation programs including the implementation of program plans for all sessional programs.
- Develops innovative aquatic and recreational programming to meet the needs of a growing and diverse population. Reports on trends and areas of growth, including future opportunities.
- Monitors the effectiveness of programs. Makes and/or recommends modifications for future programs.
- Implements and manages program quality assurance; completes program evaluations and customer surveys. Engages employees in the process and encourages them to participate fully. Makes changes and/or recommendations to the appropriate Manager.
- Incorporates and models the HIGH FIVE® Principles of Healthy Child Development in program delivery, where appropriate.
- Continually reviews and improves operating methods to keep pace with changes in customer service, aquatics, recreation programs, marketing fields, technology, expectations, requirements, employee skills, and opportunities.
- Creates and implements behavioral contracts for camps, programs, and aquatics to ensure a safe and supportive environment for all participants.
- Performs other duties, responsibilities and functions, as assigned.
- Provides overall leadership and supervision of programs, camps, and aquatics teams, including recruitment, hiring, scheduling, administration, training, completion of performance appraisals, corrective measures including termination, and coaching to ensure high quality City programs.
- Provides leadership, coaching, mentoring, guidance, two-way communication and direction on the job for those employees who require encouragement and support. Ensures that employees understand and apply all occupational health, hygiene and safety requirements.
- Institutes and maintains sick call-in procedures and policies as well as co-ordinates and approves rescheduling of program staff shift changes. Reviews all payroll shifts and resolves Dayforce issues.
- Evaluates training needs, and manages execution of staff trainings, program orientations and meetings.
- Leads and facilitates meetings with staff to address conflicts and conduct disciplinary discussions. Collaborates with parents to facilitate the removal of children from camps.
- Responsible for work cell phone for the purposes of being available for and tending to issues related to recreation, camp and aquatic programs that may arise outside of the scheduled workday, e.g. available evenings and weekends for programming sessions.
- Reviews documentation of incident/accident reports and manages follow-up accordingly, applying appropriate follow-up actions and guidance with staff and customers. Modifies programs and services to ensure safely operating programs and services.
- Ensures aquatic staff are trained as legislated in the Ontario Public Pool regulations under the Health Promotion and Protection Act (HPPA).
- Maintains recreation program files, records and reports which may include the collection and analysis of data, duties and responsibilities, customer satisfaction, revenue and expenses, etc. in accordance with the corporate retention by-law.
- Ensures drop-in participants sign program waivers.
- Solicits sponsorship, advertising, and donations for programs as required.
- In collaboration with corporate communications, coordinates the marketing and promotion of programs, camps and aquatics including designing and creating social media, brochures, and flyers.
- Inputs, updates, and manages recreation module on Univerus Rec software. This includes creating courses, modifying courses, creating client profiles, adding seasons, assigning courses to facility rentals, and uploading documentation. Monitors waitlists.
- Effectively responds to enquiries, concerns and complaints from residents, the public, user groups, senior staff and other departments. Ensures that enquiries and complaints are appropriately investigated and addressed in accordance with corporate customer service guidelines.
- Establishes and maintains an effective network of communication between senior management and subordinate staff, various public and private sector agencies, user groups and constituents and numerous civic and city departments and other levels of government.
- Plans, supports, implements, and manages community engagement initiatives, projects and strategies such as Acti-pass, ParticipACTION, Elgin Country Drowning Prevention, St Thomas Tennis Club, and partnership with the YMCA for the provision of meaningful recreation and active living experiences for our community’s residents.
- Serves as a departmental representative on various City committees, collaborating on projects and initiatives to enhance community engagement and City services such as Community Strategy Committee and the new Animal Shelter Committee.
- Aids in the preparation, evaluation and administration of various tenders/quotes related to the operation of programs, camps and/or aquatics.
- Reviews and approves invoices as per the City’s purchasing policy.
- Oversees the local purchasing of materials, as required.
- Provides input into the capital and operating budget process, as requested.
- Completes new and existing registration intake for programs, camps and aquatics, process payments, receive cash, and various methods of payment, reconcile and deposit funds/revenue, and processes refunds.
- Collects, analyzes, monitors, and reports recreation program revenue, expenses, and forecasts as required. Implements adjustments to recreation rates and fees, ensuring alignment with organizational goals and financial sustainability.
- Acts on behalf of the Corporation and shall ensure compliance of the Occupational Health and Safety Act and Regulations and is responsible for the health and safety of City employees.
- Ensures that all Programs, Camp and Aquatic employees receive adequate and appropriate safety and technical training to ensure that work is performed in an effective, efficient, safe and productive manner.
- Ensures that employees use and wear the equipment, protective devices or clothing as stipulated by the City, Provincial, and legislated agencies’ procedures, policies and acts.
- Advises employees of the existence of any potential or actual danger to the health or safety of the worker of which the Supervisor is aware.
Education (degree/diploma/certifications)
- Two (2) year community college Diploma in Recreation Management or related discipline.
- High Five Certified (Healthy Minds for Healthy Children, Quest 1, Quest 2)
- LSS Aquatic Management Instructor Course
- Three (3) years’ experience in the same or a related field, or an equivalent combination of education, training and experience.
- Experience with program development, supervising staff, presentations, working with community groups, ethno-cultural and special needs groups.
- Previous municipal programming experience would be an asset.
- Must be proficient with Microsoft Office Programs (Word, Outlook, Access, Excel, Publisher, PowerPoint). Knowledge of grant writing and digital software would be an asset.
- Experience in rental bookings of facilities and registration modules.
- Must possess and demonstrate knowledge of manual and electronic office procedures, including records management and advanced proficiency in Microsoft 365, Dayforce, Univerus Rec, Book King software and other relevant software/programs.
- Ability to demonstrate a service-oriented approach and deliver a positive customer experience.
- Must possess a calm, professional demeanour when dealing with all members of the public and staff with a special focus on safeguarding confidential information.
- Must demonstrate superior interpersonal and communication skills, both written and verbal.
- Ability to communicate effectively, with tact and diplomacy, with internal and external community partners including elected officials, staff, the public and outside agencies.
- Ability to work in a fast-paced, multi-tasking environment with frequent interruptions.
- Punctual and reliable.
- Ability to work independently, within a team environment and share knowledge with others.

- Ability to follow direction and work within established procedures.

- Must possess a valid Class "G" Ontario Driver's Licence and access to reliable transportation.
- Satisfactory Police Vulnerable Sector Check
- Certification in Standards First Aid & CPR C with AED.
- Required to work outside and beyond the normal hours of work without compensation
- The normal workweek consists of 35 hours; Monday to Friday; 8:30 a.m. – 4:30 p.m. with a one hour unpaid lunch.
- May be required to work outside and beyond the normal hours of work.
- Carries work phone for the purposes of being available to address emergencies related to recreation programs that may arise outside of the scheduled workday, including being available evenings and weekends during programming seasons.
- Salary Range: $70,394 - $85,564 per annum (Band 12)
