The Opportunity

Reporting directly to the Supervisor, Administrative Monetary Penalty System (AMPS), the Screening Officer is responsible for receiving requests to dispute Administrative Penalties under the Administrative Monetary Penalty System (AMPS); will review Administrative Penalties, applying legal knowledge, critical thinking, and analytical skills to interpret by-laws, legislation, and policies; scheduling screenings with disputants and determining appropriate outcomes as they relate to all Municipal By-laws enacted under AMPS and Automated Enforcement under the Highway Traffic Act (HTA).

As the Screening Officer, Administrative Monetary Penalty System (AMPS) you will perform the following duties, including but not limited to:

Functional Responsibilities:

  • Conduct in-person and online reviews/appeals in a tribunal setting under the Administrative Monetary Penalty System (AMPS) from start to finish.
  • Review cases via written submissions provided electronically, ensuring accessibility for individuals with diverse needs.
  • Provide clear, plain-language written decisions that affirm, vary, or cancel penalties.
  • Interpret and apply legislation, regulations, and policies with consideration for potential systemic impacts on marginalized communities.
  • Educate and inform the public about Town of Caledon by-laws, policies, and APS processes using inclusive communication strategies.
  • Engage with diverse communities to foster trust and understanding of administrative processes.
  • Employ conflict resolution strategies that prioritize de-escalation and respectful dialogue.
  • Uphold integrity, honesty, and procedural fairness while addressing barriers to equitable outcomes.
  • Participate in training, mentoring, and initiatives that promote fairness and inclusion within the AMPS framework.
  • Perform other duties as assigned, aligned with organizational values.

The Ideal Candidate

We are seeking an experienced professional with a post-secondary degree in Law, Legal Studies, Political Science, Public Policy, or related field and/or equivalent combination of education and experience. Our ideal candidate has a minimum 5 years’ experience in law enforcement, judiciary processes, policy interpretation, or equivalent, working experience with or in a regulatory environment with diverse populations. Certification in Adjudication for Administrative Agencies, Boards & Tribunals and/or membership in The Society of Ontario Adjudicators and Regulators (SOAR) or The Law Society of Ontario is preferred.

The ideal candidate will have demonstrated strong interpersonal, communication and customer service skills including demonstrated ability maintaining confidentiality, dealing with the public, as well as handling difficult individuals. We are seeking an individual with exceptional investigative/research, analytical/problem solving, adjudication and mediation, and effective resolution, organizational and time management skills to prioritize tasks in high-pressure environments.

The successful candidate for Screening Officer, Administrative Monetary Penalty System (AMPS) will be required to work a flexible schedule, including in the office, remotely and after hours (as required).

This position offers a salary range of $85,559.51 to $106,949.39 plus a competitive benefit package.

Satisfactory passing of a criminal record check, and proof of qualifications will be required of any successful candidate(s) for this position.
