Job Title: General Manager, Operations
Location: Kenora, Ontario
Type: Full Time | Permanent. This is an existing vacancy.
Salary: PM-03 $124,681.86 - $146,318.64 per year

Reporting to the Director of Infrastructure and Operations, the General Manager, Operations will lead and oversee the delivery of essential municipal services that residents and visitors to Kenora experience every day. Spanning Roads, Bridges and Stormwater maintenance, Underground Water and Wastewater Services, Parks Maintenance and Cemetery, and Fleet Maintenance Services, the General Manager will be a visionary leader that anchors the Division with a foundation of structured maintenance planning, high quality service delivery and positive customer service and experience.
The General Manager, Operations will:
- Plan and prioritize the repair and maintenance of the City’s existing infrastructure through the development of robust work plans and maintenance schedules, considering asset condition and service level impacts. Lead the development of short and long-term goals for operational departments.
- Develop, revise and implement operational strategies, policies and procedures aligned with the City’s vision and values, ensuring compliance with municipal, provincial, and federal regulations, meeting evolving community needs. Monitor performance metrics and implement improvements where necessary.
- Provide guidance, leadership and mentorship to division staff responsible for the management of the City’s Operations.
- Oversee the procurement and provision of various service contracts that support and/or supplement the municipality’s self-performed work.
- Collaborate on, procure and present consulting studies related to the operation and operational improvements.
- Inform and support the development of the City’s Capital Program.
- Prepare and recommend the annual division budget. Administer and monitor the approved budget and expenditures. Prepare and present quarterly forecasts;
- Balance and allocate divisional resources and ensure consistency in the delivery methodology and communication of division works.
- Review and approve payments for contracted services
- Foster a culture of accountability, innovation, collaboration, and continuous improvement.
- Manage division staff, conduct performance appraisals, provide coaching/mentoring, succession planning, training and development and the application of discipline.
- Prepare administrative reports for presentation to Senior Leadership and Council in a timely manner, recommend new/amended by-laws and/or policies.
- Promote a high customer service standard for the public and internal customers.
Qualifications:
- Post-secondary education in a relevant discipline. Equivalent education and/or working experience may be considered.
- Professional designation in a related field of work would be an asset.
- Minimum eight (8) years of progressively responsible experience in the construction and/or maintenance of municipal infrastructure. Relevant previous municipal experience would be an asset.
- Five (5) years supervisory experience with an ability to develop and mobilize people to achieve a shared vision and implement strategies.
- Ability to interpret, read, comprehend and convey information from construction drawings and specifications.
- Demonstrated technical knowledge of construction and maintenance best practices as applied to municipal infrastructure.
- Must possess a valid ‘G’ class driver’s license and have access to a reliable vehicle.
- Ability to prioritize work to meet deadlines, and the ability to deal with competing demands.
- Excellent verbal and written communication skills with the ability to communicate with external contractors, project partners and the public.
- Well-developed organizational and time management skills with an ability to complete a high volume of work with accuracy and within prescribed deadlines in a fast-paced environment with flexibility to changing priorities.
- Experience in the preparation of operating budgets, forecasting and expenditure management.
- Knowledge of applicable legislation such as Municipal Act, Environmental Assessment Act, Source Water Protection legislation, Provincial Minimum Maintenance Standards, MECP regulations and design standards, Occupational Health & Safety Act, and any other associated regulations.
- Computer literacy skills including Microsoft Office applications. Previous experience with Service Request/Work Order software would be an asset.
