The Human Resources (HR) Disability Management Consultant drives and participates in departmental and agency-wide activities and programs that model and promote a safe, healthy, and client-centered work environment. This role will interact with key stakeholders to address case-related matters and bring cases/files to resolution. Responsibilities include promoting the agency’s Employee Assistance Program, providing claims management advice, disability case management, workplace injury case management, agency attendance management, workplace accommodations, and support return-to-work programs. The HR Disability Consultant ensures applicable legislation, policies, procedures, and agency standards are being met.

Qualifications

Education and Professional Certification

  • University degree in human resource management, business administration, occupational health and safety, or related field of study.
  • Chartered Professional in Human Resources (CPHR) designation is an asset.


Experience

  • Minimum four (4) years progressive experience in human resources. Preference would be given to those who have disability management.

    Skills and Characteristics:
  • Proven client service orientation.
  • Knowledge of human resource practices and principles.
  • Working knowledge of and experience with WCB legislation, Saskatchewan’s Occupational Health and Safety legislation and other applicable health and safety legislation.
  • Experience interpreting and applying relevant legislation.
  • Strong interpersonal skills demonstrated by the ability to facilitate effective working relationships with internal and external stakeholders using tact and diplomacy.
  • Strong leadership skills with the ability to guide, motivate, coach, mentor, and support others.

    Duties and Responsibilities

    Services
  • Manage the agency’s leave of absence, disability claim, workplace injury, accommodation, and return to work programs.
  • Communicate with and establish professional working relationships with internal and external stakeholders.
  • Assist, implement, and maintain health and safety policies, procedures, and guidelines, in accordance with legislative and organization needs.
  • Coordinate the collection and analysis of health and safety information, prepare reports, produce statistical information on relevant data, and provide recommendations for improvement.
  • Act as a liaison with Workers’ Compensation Board (WCB).
  • Develop, maintain, and update human resources documentation such as; health and safety documentation, reports, forms, and letters. Complete all documentation clearly, accurately, and in a timely manner.
  • Enter and update employee information in HRIS and in other applicable databases.
  • Responsible to apply CARE principles in HR practices.
  • Perform other related duties as assigned.

    Leadership
  • Advise and provide guidance to all levels of management and employees in the areas of policies and procedures, leave of absence, disability management, workplace injuries and accommodations, and attendance management.
  • Employee advocacy including consistency in the treatment of employees, handling daily employee issues, effective employee communication, counselling, maintaining employee relationships, complaint solving processes and best human resource practices.
  • Responsible to lead, provide direction, and offer opinions on HR safety and disability issues. Provide leadership and training to HR team members, new employees, practicum students, and volunteers.
  • Role model agency values and HR best practices.
  • Ensure employment, health, and safety legislation, policies, procedures, and agency standards are being met.

Management of Resources

  • Seek to improve processes, enhance services, and create efficiencies within the department and across the agency.
  • Plan and participate in implementation and make recommendations for improvements.
  • Participate in the implementation of HR initiatives and ensure assigned projects are delivered within proposed timeframes and budgets.

Safety


  • Maintain, promote, and reinforce healthy and safe work habits, practices, and procedures.
  • Adhere to written or verbal agency and government regulations, policies, practices, and instructions.
  • Ensure that employees fulfill their health and safety responsibilities as outlined in agency policies and programs.
