The Bloor-Yonge Capacity Improvements Project is a significant undertaking by the Toronto Transit Commission (TTC) to expand and modernize Bloor-Yonge station – Canada’s busiest subway hub. This initiative is focused on meeting both current and future ridership needs by improving the station’s efficiency, capacity, and accessibility.
The Kenaidan Murphy Joint Venture (KMJV) is committed to transforming the station to enable faster, more reliable, and more comfortable travel throughout the Greater Toronto Area. The project will deliver upgraded facilities, contributing to a safer, cleaner, and higher-capacity subway system for passengers.

Third Parties & Permits Coordinator:
The Third Parties & Permits Coordinator is responsible in managing all permit-related activities and coordinating with third-party stakeholders to ensure timely approvals, compliance, and uninterrupted project progression.
How will you contribute to the team? :
To perform this role successfully, the candidate will be responsible for but not limited to the following:
- Coordinate with regulatory agencies, municipalities, and utility companies to obtain necessary permits, licenses, and approvals during the design phase.
- Support the engineering and design teams by identifying permitting requirements early in the design process and integrating them into the project schedule.
- Track permit submissions, status updates, and approval timelines; maintain an organized and up-to-date permit log.
- Facilitate meetings with third-party stakeholders (e.g., utility providers, transit agencies, environmental authorities) to address concerns, gather input, and align on design interfaces.
- Review design documentation to ensure alignment with permitting requirements and third-party guidelines.
- Work closely with legal, environmental, and property acquisition teams to ensure compliance with all regulatory obligations.
- Prepare and submit documentation packages for permit applications in accordance with applicable standards and procedures.
- Proactively flag risks or delays related to third-party coordination or permitting and support mitigation strategies.
- Post-secondary education in Engineering Technology, Planning, Construction Management, or a related field.
- Minimum 5 years of experience in permitting and/or third-party coordination in large-scale infrastructure projects, ideally in rail/transit.
- Strong understanding of municipal, provincial, and federal permitting processes.
- Familiarity with utility relocation, environmental regulations, and transportation/transit-related permits is an asset.
- Excellent communication and stakeholder management skills.
- Proficient in Microsoft Office Suite; experience with project management or permitting tracking tools is a plus.
- Ability to work independently in a fast-paced, deadline-driven environment.
