The Opportunity:
We are seeking a Program Finance Manager to provide financial oversight and support program delivery within the Student Nutrition Program (SNP). This is not a conventional finance role; while strong financial working knowledge is essential, success in this position also requires leadership, program knowledge and operational skills.
The Program Finance Manager will co-lead a team of SNP Support Coordinators and work closely with school staff and community volunteers to ensure accurate finance reporting and effective use of program funding. Reporting to the Assistant Controller, this role will be responsible for financial analysis, supporting the SNP program, providing training, and coordinating with both internal and external teams.
People Management
- Participate in recruiting, onboarding, training, coaching and retaining SNP Support Coordinators.
- Lead and train SNP Support Coordinators to support volunteer coordinators and school principals in developing sustainable program budgets and completing financial reports.
- Support and guide the SNP team in addressing financial reporting issues, ensuring deadlines and quality standards are met.
- In partnership with the Director of SNP, oversee and guide SNP Coordinators in helping volunteer coordinators plan affordable, nutritious menus and purchase healthy food cost-effectively.
- Supervise the team in reviewing monthly financial reports, ensuring accuracy, and following up on any errors or missing information.
- Foster a positive and high-performing team environment. Manage performance through regular feedback and evaluation.
- Develop financial processes, procedures, and tools for the SNP team.
- Other relevant duties and responsibilities as assigned.
Student Nutrition Program
- Allocate SNP grants and other donations, ensuring proper tracking and reporting.
- Liaise with Student Nutrition Toronto (SNT) partners to resolve financial reporting issues and escalate concerns related to overdue reports or discrepancies in reports.
- Conduct regular site visits to oversee and provide training on financial reporting and operational procedures, ensuring consistency and accuracy across all sites.
- Provide guidance to school programs on payroll-related inquiries, including assisting with CRA compliance issues such as missed T4 filings or source deduction remittances; must have a strong understanding of payroll processes and the calculation of mandatory employment-related costs (MERCs).
- Participate in SNT sub-committees, including Allocation, Operations, and SNP Spreadsheet Maintenance.
- Maintain CDS (Common Data Service) for data collection, tracking notes, and monitoring visits for SNP.
Financial
- Review and analyze monthly financial reports, identifying trends and variances, and providing insights to improve financial performance and ensure compliance.
- Conduct financial analysis of program budgets, track expenses, and provide cost-effective recommendations.
- Conduct financial forecasting and analysis to support strategic decision-making.
- Prepare financial and statistical data for reports for the Ministry of Children, Community and Social Services (MCCSS) and Toronto Public Health (TPH)
- Prepare financial reports and applications for external funders and partners, ensuring compliance and accurate documentation.
- Ensure compliance with accounting standards and regulatory requirements.
- Assist with audits and other financial reporting requirements.
Education, Experience and Skills Requirements:
- 5 years of progressive experience, with a minimum of 3 years in a supervisory role
- Post-secondary education in Finance, Accounting or other relevant fields
- Proven leadership abilities with team management experience.
- Knowledge of student nutrition programs and school communities is strongly preferred
- Strong financial analysis and reporting skills.
- Working knowledge with dealing with CRA payroll issues, filing T4s, source deductions and payroll account management
- Ability to translate financial data into actionable reporting and business outcomes, providing insights to support decision-making.
- Advanced Excel skills, including the use of complex formulas and pivot tables.
- Digital financial literacy, with proficiency in financial software such as Financial Edge and Microsoft Common Data Service (CDS) and other similar software.
- Must have a valid G-Class driver’s license with access to a reliable vehicle.
- Ability to exercise sound judgment in a variety of situations, including advising on expenditures, budget planning and data interpretation.
- Excellent verbal and written communication skills, including the ability to effectively communicate with external clients
- Must be able to work under pressure and meet deadlines while maintaining a positive attitude and providing exemplary client service
- Demonstrated ability to handle matters requiring diplomacy, sensitivity and confidentiality.
