ABOUT THE ROLE
Reporting to the Manager, Payroll Services, is responsible for: assisting and supporting the administration of the Region’s payroll production process, ensuring all aspects of payroll are produced accurately and on time; functional maintenance; assisting with project coordination of system enhancements, testing and troubleshooting issues; providing input to and participating in the execution of statutory and collective agreement obligations; and developing and maintaining various standardized reports and queries.
WHAT YOU'LL BE DOING
- Supports the Manager in the preparation and processing of Regional payroll data to ensure employees are paid on time and in accordance with applicable collective agreements and legislations.
- Assists with the development, testing and implementation of changes to the payroll system in response to negotiated and statutory changes.
- Provides advice and support to payroll and Regional staff on payroll related issues, including interpretation of HR policies and practices as it relates to payroll.
- Supports the Payroll Analyst-Technical to troubleshoot any system problems and works in cooperation with this group to develop and implement necessary changes.
- Makes recommendations for new or improved payroll process to increase efficiencies; this development may include analyses, functional testing, process documentation, and training.
- Works with the Manager to define and interpret user/Branch requests and develop specific requirements to support their initiatives
- Assists the Payroll Analyst - Technical and users to resolve functional problems in Payroll/HRMS/time and labour applications, as directed.
- Works with the Manager and Payroll Analyst - Technical to develop specific queries and reports on key management information in support of data extractions, management reporting, and benchmarking to support key corporate initiatives.
- Assists the Manager and works with the Payroll Analyst - Technical to liaise with the Human Resource Services Branch regarding confidential labour relations matters.
- Assists the Manager with the implementation of payroll items that are attained in settlements and/or agreements at the request of Human Resource Services Branch or the Manager.
- Provides information and advice to Departments and staff concerning various Payroll issues and enhances their understanding of the Payroll/HRMS/time and labour systems.
- Develops and delivers various training to ensure that maximum benefit is derived from the time reporting and payroll systems and the information they contain (e.g., self-service training on entering time, identifying earning codes, producing reports, etc.).
- Performs other duties as assigned, in accordance with Branch and Department objectives.
WHAT WE'RE LOOKING FOR
- Successful completion of a Community College Diploma in Business Administration, Computer Systems, Accounting or a related field or approved equivalent combination of education and experience.
- Completion of the Payroll Compliance Practitioner (PCP) certification from the Canadian Payroll Association or demonstrated experience and knowledge equivalent to the skills acquired through the completion of the program.
- Minimum three (3) years progressive payroll experience in a large multi-divisional organization including financial analysis, project management, automated payroll functions, and payroll related policy and procedure development.
- Demonstrated experience with and strong knowledge of payroll/HRMS/time and labour applications, including PeopleSoft and Kronos.
- Knowledge of payroll systems and practices, collective agreement interpretation, and applicable legislation.
- Knowledge of and demonstrated ability in corporate core competencies including Communication, Innovation, Teamwork and Collaboration, and Personal Ownership.
