Job Description

The Payroll Manager is responsible for overseeing the end-to-end payroll process across domestic and international operations, ensuring timely and accurate compensation for employees while maintaining compliance with evolving tax and employment regulations. This role directs and reviews the work of payroll specialists, manages complex reporting tasks including expatriate and shadow payrolls, and leads quarterly and year-end payroll activities. As a key liaison between internal teams and external bodies, the Payroll Manager provides expert guidance on payroll matters, resolves inquiries with professionalism, and supports audits and financial reporting. With a strong focus on process optimization, this role drives payroll transformation initiatives and leads system implementations to enhance operational efficiency. The Payroll Manager plays a strategic role in strengthening governance, fostering collaboration, and mentoring team members.

Job Responsibilities

Responsibilities and essential job functions include, but are not limited to the following:

Key Areas of Responsibility & Duties:

Payroll Processing:

    • Independently prepare and process payroll for employees, ensuring accuracy and timely payment.
    • Perform gross to net payroll calculations for end-to-end payroll processes.
    • Manage the processing and reporting of monthly expatriate payroll.
    • Collect and ensure accuracy of worldwide income tracking.
    • Analyze and update taxable benefits and group benefit deductions.
    • Complete stock option exercises and Restricted Share Unit redemptions.
    • Manage domestic and international shadow payroll.


Approval and Compliance:

    • Direct payroll teams in the accurate and timely completion of full cycle weekly and bi-weekly payroll processes.
    • Independently review and direct the work of payroll specialists, review changes, and sign off audits for payrolls with varying levels of complexity.
    • Review outputs and deliverables from service providers to ensure accuracy of transactions and reporting, including statutory tax and income reporting.
    • Manage out of sequence payrolls.
    • Keep up to date with relevant employment laws, payroll tax laws and company policies to ensure that payroll processes comply with applicable regulations.
    • Review tax filings, such as T4 and W2 slips, and other required reports.
    • Maintain rigorous control standards and ensure accurate recordkeeping.


Ongoing Payroll Tasks:

    • Lead and participate in routine and non-routine quarter and year-end payroll tasks.
    • Design and develop ad hoc reports to support payroll and other internal parties.
    • Identify solutions to non-standard requests or issues using best practices and independent research and analysis.


External and Internal Collaboration:

    • Manages 1-2 direct reports. Position is also expected to provide direction, support and training to other team members with less experience.
    • Manage or act as a main contributor on Payroll and/or Finance/HR projects and IT software implementation projects.


Customer Service:

    • Act as one of the main contacts for third parties such as service providers, CRA, HRDC, Ministry of Finance, and other government bodies for payroll-related matters.
    • Proactively manage external service providers and respond to internal and external requests related to payroll.
    • Lead year-end close and audit requirements in payroll-related areas, including liaising with internal/external auditors as required.
    • Handle individual employee inquiries with respect and professionalism.
    • Oversee escalated issues related to payroll and assist in researching and resolving discrepancies.


Payroll Transformation:

    • Key lead for any payroll platform projects, process improvement initiatives, implementations, or other transformation activities.
    • Propose new work approaches, methods, and practices to optimize performance.
    • Make recommendations to business and control processes related to payroll and implement improvements to procedures and controls to maximize operational efficiencies and increase governance.


Education and Experience

  • University degree in Accounting, Business, Human Resources, or related field.
  • PLP designation.
  • 8-10 years of related work experience, including supervisory/management skills.
  • Experience with payroll software/service providers, accounting systems and HRIS systems.
  • Strong computer skills and intermediate knowledge of Microsoft Office, including Excel.
  • Sound knowledge of payroll policies, practices, and procedures.
  • International payroll experience, including expatriate and multi-company experience.
  • Expert knowledge of Canadian and USA employment and payroll tax laws.
  • Experience working on transformation initiatives to support continuous improvement.

Skills

  • Strong analytical and critical thinking skills; ability to exercise judgement and implement solutions with minimal direction.
  • Excellent time management skills, with the ability to organize, prioritize and meet both known and ad-hoc deadlines.
  • Ability to work with all levels of the organization.
  • Excellent communication and interpersonal skills (verbal and written).
  • Strong leadership skills.
  • Excellent commitment to accuracy and attention to detail.
  • Basic understanding of SOX requirements.
  • Experience with SAP and/or ADP is an asset.
  • Experience with payroll transformation activities
  • Ability to understand and map process flows with experience in optimization initiatives.
