The Manager, RBT2 Permitting and Monitoring, plays a lead role in acquiring environmental permits, licenses, and approvals from regulatory agencies in support of the Roberts Bank Terminal 2 project and developing and implementing the Follow-Up Program (FUP).

This may include activities within Fisheries Act Authorizations, VFPA Project Permits, provincial Environmental Assessment Certificates, Disposal at Sea permits, SARA permits, conservation agreements and select aspects relating to environmental assessment and review.

The manager is accountable for designing and implementing FUPs to ensure compliance with regulatory and project-specific environmental requirements. The role provides environmental design inputs to the infrastructure development team to ensure regulatory and project-specific environmental requirements are incorporated into project agreements and designs and ensures practical application of sound science, appropriate expertise, resources and quality control measures to ensure timely and efficient completion of projects.

What you do:

• Leads large and complex permitting and approvals application process, including permit specific, regulatory agency, public and First Nations engagement.
• Leads establishment of large monitoring FUPs to confirm effects predictions and mitigation effectiveness, including oversight frameworks incorporating First Nations and regulatory agency interest.
• Leads development of environmental management plans and associated compliance monitoring framework. Ensures that all permit and approval records are filed and maintained including submittal documentation, issued permits and accompanying requirements and information supporting the project.
• Oversees the resolution of environmental permitting and approval issues arising from changes to original design, procurement models or construction proposals.
• Establishes and maintains working relationships with relevant governmental authorities, First Nations groups and stakeholders in conjunction with the External and First Nations Relations managers.
• Provides guidance, support and direction to the project team to ensure the effective coordination and timing of the required permits and approvals as they relate to the project schedule.
• Manages the environment schedules for integration into overall project schedule and working documents, ensuring sequencing of workstream activities are aligned to achieve project objectives
• Develops project schedules for permitting and FUPs for integration into overall project schedule and working documents.

What you bring:

• Appropriate university degree along with a minimum of 5 years of related experience in permitting at a senior level, or an acceptable combination of education and experience.
• Experience applying for and delivering on Fisheries Act authorizations and other federal permits, licenses or approvals on major projects.
• Must be familiar with both federal and provincial environmental regulations and jurisdiction
• Must have a good knowledge of environmental assessment methodology and the Canadian Environmental Assessment Act, British Columbia Environmental Assessment Act, Impact Assessment Act, Fisheries Act, Species at Risk Act and associated regulations.
• Must have good knowledge of permitting and experience working on large capital and infrastructure development projects as well as leading FUPs.
• Must have experience in First Nations consultation and regulatory engagement at tactical and strategic levels
• Experience managing a team, business planning and overseeing a WorkStream/Project budget.
• Experience managing the services of consultants and contractors with attention to detail.

Job type: Exempt, Full-Time, Permanent, Hybrid

Working environment: Normal office conditions, with regular evening and weekend activities, as well as some travel throughout the Lower Mainland and to Southern Vancouver Island. During an emergency, 24- hour call availability may be required.
