We are hiring a full-time, temporary Manager, Regulatory & Forecasting for up to 18 months working out of Edmonton, AB.
As the Manager, Regulatory & Forecasting, you will be responsible for planning and coordinating the compliance, filing, defense and implementation of EPCOR Distribution and Transmission’s (D&T) annual budget process and regulatory applications, ensuring accurate and timely reporting is provided to managers and senior leadership. You also will develop, analyze and review IFRS transactions to support the Distribution Performance Based Rate (PBR) and Transmission Cost of Service (COS) regulatory filings. This role is also accountable for designing and maintaining financial models to support planning, forecasting, and revenue analysis for Distribution and Transmission, enabling timely decisions to achieve targeted ROE.

What you’d be responsible for
- Leading a strong team of employees, including determining the optimal team size, and managing recruitment, retention, and development strategies
- Developing timelines, processes and schedules for all D&T managers and directors to ensure the annual budget is complete and accurate.
- Providing direct support and reporting to managers and directors for the accumulation of budget inputs used to complete EPCOR D&T’s corporate budget and regulatory filings
- Lead development of financial components for regulatory applications, including strategy, modeling, narrative writing, and hearing preparation.
- Use Adaptive Insights and Office Connect to support revenue requirement calculations, cost allocation, and regulatory reporting, including Rule 005 annual reporting
- Leading & participating in budget review meetings with various levels of management (including senior leadership)
- Preparation of financial supporting information as well as writing narrative sections and information requests for both the PBR and TFO Regulatory applications.
- Working with EPCOR affiliates to complete the forecast of intercompany transactions and Service Level Agreements. Additionally, supporting compilation of year end affiliate reporting requirements for submission to the Alberta Utilities Commission.
- Assisting EPCOR D&T Finance’s regulatory reporting processes to ensure compliance with policies, standards, and regulatory requirements
- Ensuring deliverables of directly reporting positions are aligned and integrated, with EPCOR D&T Finance’s performance metrics
What’s required to be successful
- Degree in Business, Finance or Accounting from a recognized post-secondary institution
- Accredited accounting designation (such as CPA, CA, CMA, and CGA)
- 7-10 years of budgeting and/or forecasting experience
- 1-2 years of team leadership experience
- Advanced modeling skills and knowledge in the use of Microsoft Excel
- Experience with budgeting software (e.g. Adaptive Insights, Office Connect, etc.)
- Experience with Oracle and Power BI is an asset
- Good understanding of Alberta’s electricity industry and regulatory environment
- Understanding of, and the ability to apply, Canadian GAAP and IFRS accounting principles in accordance with EPCOR’s policies and standards
- Ability to assess effectiveness of internal controls over budget reporting processes and implement improvements as needed
- Analytical skills required to assess reasonability of results
- Understanding of EPCOR’s financial and regulatory reporting processes is considered an asset
- Experience providing financial expertise for designing and testing IT systems upgrades
