Here is what you will be doing
The Lead, Digital Health Standards supports the Digital Health Standards Program mandate principally through their leadership in contributing to the strategy, vision and standards expert decisions for the overall development, implementation, and maintenance of the Interoperability Standards.
The Lead leverages standards and IT/IM expertise for digital health standards, including data standards for data exchange, data representation, and health terminologies that enable data interoperability for health system solutions used for direct care of patients and secondary use in support of health system management. The Lead, Digital Health Standards, identifies and oversees and leads the tactical decision-making for alignment with strategic direction/vision and standards program advisory services for the Provincial Electronic Health Record (EHR) and data for secondary use.
In addition to these responsibilities, the Lead will:
  • Provide advice to Ontario Health, external partners, and stake interest-holders for standards development, maintenance, adoption, governance and implementation with consideration of related digital health information exchange and representation through high-quality standards-based interface specifications, other standards tools/methods and appropriate standards guidance used by Ontario Health in Digital Health solutions.
  • Lead the implementation of the Digital Health Standards strategic/vision and oversee the development, implementation, and use of health informatics/health information data standards, including HL7® (Health Level 7) messaging and HL7®FHIR®(Fast Healthcare Interoperability Resources) data exchange standards, IHE (Integrating the Healthcare Enterprise) integration profiles, SNOMED International and Regenstrief terminology standards and other appropriately selected digital health data standards, internationally and nationally.
  • Work closely with the Director, Digital Health Standards, the Principal(s), Digital Health Standards, and the Manager(s), Digital Health Standards to lead and oversee complex project deliverables and multiple expert standards practices by Digital Health Standards staff employees/contractors and with customers, to ensure effective, accurate and efficient information exchange, data definition and representation to support the provincial EHR, secondary use data, and data interoperability. As a Lead, this role provides standards subject matter expertise to advance the adoption of digital health standards and promotion of expert standards decisions for Ontario.
Here is what you will need to be successful
  • Play a lead role in and execution of the vision and mission for the Ontario Health, Digital Health Standards Program, and overall Innovations for Connected Health Strategy and Planning Division.
  • Lead and oversee contributions to the ongoing evolution of the Ontario Health strategic direction and digital priorities, and other related plans relevant to interoperability by identifying, defining, and creating key standards components of the EHR, and data use for secondary use purposes, in collaboration with external partners and with all applicable OH colleagues.
  • Play a lead role in defining and refining of key strategies, tactics, and policies applicable to Digital Health Standards such as alignment with pan-Canadian, and international health informatics/health information standards, and relevant legislation, as well as governance and related processes, including knowledge assets, tools, and products, to ensure that Ontario’s interoperability standards have defined mechanisms that support and conform to the selected standards requirements of the relevant stake interest-holders.
  • Provide subject matter guidance and leadership to Specialists and Senior Specialists (e.g. registries, clinical repositories, health terminologies, etc.) and colleagues through a strong understanding of the Digital Health Standards and digital health landscape in Ontario, Canada and internationally, specifically focused on the selection, development, implementation and interpretation of health informatics and health information standards and related artefacts for the establishment of and compliance with Digital Health Standards-based solutions in Ontario.
  • Provide guidance and leadership to implement the strategic priorities of the Digital Health Standards Program, including ongoing coaching and mentoring for knowledge exchange and increased digital health standards expertise and capacity.
  • Provide data and technical standards expert advisory services to OH colleagues, external partners, and clients to assist with their health information exchange initiatives by conducting necessary analysis, identifying opportunities for advancing interoperability, providing standards subject matter advice, and recommending fit for purpose digital health standards through collaboration with others in the Digital Health Standards Program and relevant stake interest-holders.
  • Develop and manage system stake interest-holders relationships in order to design, pilot and execute various initiatives to increase and sustain the governance and adoption of standards.
  • Provide expertise and acts as a champion for Digital Health Standards with internal and external audiences including development of position statements for influencing industry direction and vendor roadmaps for digital health standards-based solutions.
  • Lead and oversee implementation of health informatics and health information standards through the provision of tools, mappings, and support processes, as well as the removal of adoption barriers.
  • Accountable for ensuring health informatics and health information standards related technical and business decisions conform to Digital Health Standards Program expectations and approved standards from a structural, semantic, and functional perspective.
  • Work collegially with the Digital Health Standards leadership and staff, to oversee, monitor, participate, lead, guide, coordinate and contribute to the work of Standards Development Organizations, Standards Maintenance Organizations, and professional affiliations, as relates to standards for data exchange, data representation, and health terminologies.
  • Remain current on industry trends and leading practices in Digital Health Standards and associated solutions, including data exchange, data representation and health terminologies specific expertise.
  • Play a key leadership role in defining the Digital Health Standards – knowledge assets, tools, and products for use by Ontario Health projects, departments, and initiatives.
  • Lead the data standards implementation of clinical and administrative data standardization and harmonization for the provincial electronic health record and related digital health assets, including assessment of data exchange, data representation, and health terminologies practices and solutions, with consideration of implementation in complex health care systems with multiple standards.
  • Provide standards specific education and training provincially to help ensure knowledge transfer and retention by Digital Health Standards team, and ongoing knowledge transfer for Ontario Health projects, and initiatives specific to health informatics and health information standards.
  • Monitor, contribute to and Influence/lobby standards development organizations and volunteers for provincial, national, and international data standards existing and in development to increase the standards available for use in Ontario, including collaboration with stake interest-holders to represent/advocate for clinical and technical requirements.
  • Understand and translate strategic, tactical and operational business requirements into effective published standards specifications and standards compliance for multiple standard types with diverse standards policies.
  • Take a key leadership role to influence the standards current and future direction and change management for standards in use for digital health solutions to advance interoperability maturity for Ontario’s provincial health data and value.
Education and Experience
  • An undergraduate Degree in Information Management/Technology, Business/Clinical Administration or related field or recognized equivalent, is required.
  • Master’s degree in Health Informatics, Data Science, or equivalent experience. Masters or equivalent is required.
  • Professional memberships in Health Information Management, and/or Health Informatics (e.g. Canadian Health Information Management Association certified and CPHIMS-CA credentialed) and/or relevant health discipline designation are required.
  • Minimum of 5+ years in a Digital/HI leadership role and previous and progressive management/subject management/ /subject matter expertise leadership experience.
  • Fifteen years or more health IM/IT/Standards experience and expertise in leading and managing informatics or information management/ technology portfolios and implementing complex broad-based IT systems.
Technical Knowledge & Skills
  • Ability to understand digital data standards and their application in digital health solutions and support the advancement of interoperability through the applicable components of the standards development lifecycle and applicable regulatory frameworks/laws.
  • Experience working with stake interest-holders to lead the governance, adoption, and implementation of digital data standards to increase interoperability.
  • Knowledge of and expertise in standards development, publication, and maintenance practices in the provincial, national and international levels, and ability to lead subject matter expert practices.
  • Accountable for the delivery of Digital Health Standards service quality with the specialty subject matter domain expertise they represent and with an interoperability focus (e.g., specific standards, standards practices, projects, services, governance practices, portfolio management practices).
