Job Duties/Responsibilities
Reporting to the Chief Human Resources Officer, the Director Human Resources Service Centre provides strategic leadership and support to the functional areas of: Human Resources Technical Services, Payroll, Benefits, Data Control and Information Supports. As a human resources leader who cultivates collaboration, embraces change and has a deep understanding of human resources processes and systems, the successful candidate will promote continuous improvement in support of the Human Resources Framework, Division Strategic Plan and operational needs and opportunities. This vital leadership role offers the opportunity to impact the future of human resources service delivery and the staff experience within a dynamic PeopleSoft environment.
As an integral member of the Human Resources leadership team, this position works with others to ensure alignment across all functional areas within Human Resources. This position develops and implements human resources strategies as well as service standards and key performance metrics that ensure high quality, timely and responsive service is provided in support of student and staff success. The Director promotes a culture of belonging, staff wellness, continuous growth, engagement, accountability, and innovation to build upon staff capacity and organizational capability.
We’re looking for a passionate and collaborative human resources leader who is excited to build upon their experience in providing strategic oversight and guidance relating to:
- the provision of payroll, benefits, and pension administration for a diverse group of staff in a large and complex organization with multiple staff groups and collective agreements
- anticipating needs and leading participative initiatives in support of effective and efficient HRMS processes, automation and continuous improvement; ensuring seamless interfaces with other systems
- developing, implementing and supporting an integrated Human Resources Service Centre approach that provides service focused, accurate and responsive support and results through the employment lifecycle
- developing metrics and key performance indicators to identify areas for improvement and drive actionable data-informed insights
- ensuring legal requirements, contractual agreements and administrative regulations matters relevant to Technical Services, Payroll, Benefits, Data Control and Information Supports are met
- ensuring documentation requirements are met and that communication through the employee lifecycle supports the values of the Division and needs of staff
- the annual budget for Human Resources Service Centre
- participates in ongoing audits and actions any issues identified through the audit process
- developing strong working relationships with the Human Resources team, school administrators, central leaders, staff, auditors, benefit and pension providers and other key partners, including staff group representatives
- ensuring effective coaching, mentoring and support is provided to team members to enable the delivery of responsive services within the portfolio and to support capacity building
Education/Qualifications
- undergraduate degree in Human Resources
- active CPHR designation is preferred
- a minimum of 7 years of progressive leadership experience in a complex unionized environment
- demonstrated expertise leading HRMS service delivery and change, preferably in a PeopleSoft environment
- understanding of pension, benefits and payroll structures and applicable legislation
- experience working in the public sector is an asset
- in-depth understanding of collective agreements and current human resources practices is essential
- natural ability to cultivate and maintain effective working relationships with leaders, staff, external partners and staff group representatives
- open-minded and flexible critical thinker who has demonstrated success leading, guiding and coaching staff in the development and implementation of complex plans and initiatives
- experience building capacity and engaging a large team of dedicated professionals
- excellent communication skills with a focus on creative problem solving, consensus building and diplomacy
- demonstrated experience aligning plans to organizational strategic priorities, mission and values
- demonstrated ability to analyze and articulate complex situations, determine key issues, and develop and implement clear and responsive integrated solutions
- demonstrated experience in effective financial management
- agile leader who thrives in a fast paced and results oriented environment
- demonstrated success navigating and leading significant change in pursuit of continuous improvement
Rate of Pay
$131,836.32 - $170,733.15 annually
