Under the direction of the Provincial Epidemiologist, the Project Development Lead will be responsible for overseeing the effective planning, implementation and daily operations of the Race and Ethnicity Data Collection project. This role will provide comprehensive project management, provide leadership in the research, development and implementation of related policies, lead engagement / consultations with key partners, and provide support for project committees.

Duties will include but are not limited to:

  • Project Management- oversee the implementation and day-to-day operations of the Race and Ethnicity Data Collection project;
  • Develop more detailed project plans based on the project proposal application and work plan when necessary;
  • Manage project work and scope, and ensure that all deliverables/ outputs meet requirements and quality standards;
  • Report status of activities to project team, partners and leadership;
  • Monitor and control the project’s schedule, costs, and risks; and respond to risks;
  • Fulfill project activity and financial reporting requirements specified in the DHW and Health PEI signed Funding Agreement with the Canadian Partnership Against Cancer (CPAC);
  • Conduct research and tasks related to research administration;
  • Develop and implement the evaluation plan and evaluation matrix;
  • Initiate and complete legal reviews, Privacy Impact Assessments, Threat Risk Assessments as needed for data collection, holding, and use;
  • Complete the Anti-Racism Impact Assessment;
  • Conduct knowledge translation and exchange activities to share data governance policies and guidance resources and support practice application across health service;
  • Develop a change management strategy to support the collection and use of race and ethnicity data in the PEI health system;
  • Develop an engagement plan that identifies key partners, objectives for engagement and initial approaches;
  • Consult with racialized community representatives to inform feasibility and desired approaches to engage in the project;
  • Actively gather feedback from a wide range of racialized community partners to ensure the project reflects their perspectives and needs;
  • Organize and facilitate focus groups and other community engagement events to capture qualitative and quantitative data;
  • Provide support to and oversee activities of project committees/ work streams;
  • Assist with establishing the project’s Steering Committee and advisory committee and working groups which includes developing Terms of Reference for each committee and recruiting/ inviting committee members;
  • Maintain project records in compliance with RIM guidance;
  • Other duties as required.

Minimum Qualifications:

  • Graduate from a recognized university with a master’s degree in health administration, public administration, business administration, health, or social sciences is required.
  • Demonstrated equivalences will be considered.
  • Considerable experience in project management; program development; or program /policy implementation, coordination, evaluation and monitoring.
  • Considerable recent and relevant experience in project leadership, preferably in a health-related setting.
  • Strong interpersonal skills that demonstrate the ability to communicate (verbally, in writing and electronically) and collaborate effectively with staff, health professionals, government employees of various departments and others within and outside the health system.
  • Ability to exercise diplomacy, tact and judgement in dealing with difficult and complex situations.
  • Experience working with a variety of key partners / consultants (e.g., community groups, government officials, project partners / funders, academic researchers, etc.).
  • Ability to independently take initiative to solve problems and make decisions within a defined scope of authority.
  • Ability to work independently and as part of a team, while respecting professional boundaries, cultural differences and team decisions.
  • Excellent analytic and organizational skills.
  • Excellent time management and ability to meet deadlines while handling multiple priorities.
  • Excellent oral and written communication skills.
  • Strong team-building and collaborative skills.
  • Proficient in using internet, word processing, spreadsheet and presentation computer software programs.
  • Good previous work and attendance record.
  • The successful applicant must provide a satisfactory Criminal Record Check prior to commencement of employment.

Other Qualifications:

  • PMP (Project Management Professional) certification would be considered an asset.
  • Knowledge of health system is an asset
  • Fluency in French would be considered an asset
