About the Metro Vancouver Zero Emissions Innovation Centre
Seeded by a $21.7 million federal endowment in 2021, the Zero Emission Innovation Centre (ZEIC)(www.zeic.ca) is a purpose-built charitable organization dedicated to market transformation and enabling zero carbon communities and economies across the region and province. ZEIC is part of the Low Carbon Cities Canada (LC3) Network established by the Government of Canada and the Federation of Canadian Municipalities.

Position Purpose & Function:
The Program Operations Coordinator plays a key role in coordination, tracking and reporting, and contract administration related to projects and programs, ensuring effective financial analysis and reporting systems.
The role also supports implementation of strategic initiatives, as required. This role works closely with cross-functional teams to uphold effective organizational outcomes, timelines, and compliance in program delivery.
Key Contacts & Reporting Relationships:
The position reports to the Manager of Business Planning and Operations and works closely with cross-functional teams, including directors, program managers, and external partners, as needed.
Duties & Responsibilities:
There are four key areas of responsibility for this position:
Program Operations Systems and Processes
- Working with the Manager of Business Planning and Operations and the Directors of Finance and Operations, support the development and implementation of internal systems for budget tracking, progress reporting, risk monitoring, dashboards, and other program-level operations coordination, as needed.
- Assist with the preparation and review of quarterly budget reports, ensuring alignment with program expenditures and funder requirements.
- Assist with the development of project management and reporting tools, including project charters, governance frameworks (such as DARCI or RACI) and progress dashboards, to support effective program and/or project coordination, monitoring and decision-making
Program Coordination Support, Tracking and Reporting
- Coordinate internal workflows related to financial and operational reporting, ensuring timely submissions and effective communication with program and operations teams.
- Maintain accurate records, databases, and documentation in shared systems.
- Support with tracking project timelines, deliverables, financials and workflows to for smooth implementation.
- Assist in collecting, organizing, and reporting data related to programs or operations.
- Support the upkeep and use of organizational systems (e.g., CRM, HRIS, project management tools).
- Assist in maintaining organizational policies, procedures, and compliance documentation.
- Help ensure staff are aware of and adhere to operational protocols and risk management processes.
Proposal Development Support and Contract Management
- Support coordination and administrative aspects of proposal development processes in collaboration with Managers and Directors, incl. timelines, material collation, internal reviews, and submission requirements.
- Maintain proposal templates and cost estimating tools with current costing formulas, rate schedules, and other standardized inputs across all programs.
- Support the preparation and review of contracts, including circulating drafts, gathering input from relevant stakeholders, and ensuring consistent formatting and language.
- Manage the full contract lifecycle: drafting, internal review, final approval, signing/countersigning, and secure digital filing in line with organizational protocols.
- Maintain and update the Contract Tracking Database, including timelines for invoicing, payments, deliverables, disbursement schedules, and reporting deadlines to ensure compliance and accuracy, liaising with the Managers and Directors on status and required actions, as required.
Project Coordination for Strategic Initiatives
- Support the development and implementation of strategic initiatives within the organization, as required.
- Liaise with internal and external collaborators on scope development and project implementation.
- Monitor and support project-related tasks, including application of project management tools, contracting, invoicing follow-up, deliverables tracking, and documentation management.
Other duties, as required.
Position requirements:
Education & Experience:
- Post-secondary education in business administration, public administration, environmental studies, project management, or a related field; equivalent combinations of education and experience will be considered.
- 3–5 years of experience in project coordination, contract administration, or operations, preferably within a nonprofit, public sector, or mission-driven organization.
- Experience supporting financial processes, including budget tracking, expense reporting, and documentation.
- Demonstrated experience coordinating contracts or agreements, including document workflows, compliance, and lifecycle tracking.
- Interest and/or experience working in climate, sustainability, or environmental sectors would be an asset.
Knowledge, Skills & Abilities:
- A proactive, team-oriented and solution-focused mindset and willingness to learn and adapt in a highly dynamic environment.
- Quick to learn new applications and systems and excited about shaping and growing a new role within the organization.
- Strong organizational skills with a high attention to detail, numerical accuracy, ability to be methodical and systematic in approach to tasks, and to be adaptable while managing multiple priorities and deadlines.
- Excellent written and verbal communication skills, with the ability to collaborate across teams and with external partners.
- Proficiency in Microsoft Office Suite (particularly Excel), cloud-based systems (e.g., SharePoint), and project management tools.
- Experience with project management software (e.g. Birdview) and dashboard reporting (e.g. PowerBI) tools and/or Customer Relationship Management software platforms would be an asset
- Familiarity with contracting best practices would be an asset.
- Familiarity with nonprofit operations and grant-funded project reporting would be an asset.
Other requirements:
- Candidates must have current eligibility to work in Canada;
- Ability to work in a hybrid workplace (2 office days/wk); and
- Flexible and part-time arrangements will be considered.

Position tenure: Temporary position to March 31, 2027, with potential for extension subject to funding.
Range: $69,484 to 92,646/year plus generous vacation, health, wellness, and RRSP benefits.
