School District 60: Peace River North is seeking a Payroll & Benefits Manager. Applications must be completed online and will be accepted until the position is filled.
Reporting to the Secretary-Treasurer, the Payroll & Benefits Manager is responsible for the overall payroll systems. Provides guidance and direction to the Payroll and Benefits staff, ensuring proper execution of payroll and benefits procedures in accordance with Collective Agreements, Board Policy, District Procedures, Public Sector Pension Plans, Ministry of Education and Child Care reporting requirements, Employment Standards Act, CRA Regulations, and other applicable legislation.
Regular Hours of Work: 8 hours per day- Duties to Commence: As soon as possible
- Work Year Base: 12 months per year
- Salary Range: $86,815 - $108,519
Key Responsibilities:
- Supervise all aspects of the district’s payroll and benefits systems, including, but not limited to, salaries, pensions, seniority, vacation, banked time, and teacher increments.
- Review and ensure accuracy of payroll adjustments, vacation and sick entitlements, and teacher increments.
- Administer, coordinate, and manage life insurance benefits within the district, as required.
- Maintain payroll and benefits operating systems, ensuring compliance with legislation, collective agreements, and internal policies.
- Compile, reconcile, and submit periodic and annual reports (e.g. T4s, Municipal and Teachers Pension plans).
- Ensure payroll compliance with collective agreements, legislative requirements, and government reporting.
- Provide analysis of remuneration data to support financial projections, budgeting, and collective bargaining.
- Coordinate for payroll components of the annual external audit
- Review reconciled benefit billings and ensure remittances balance to liability accounts.
- Provide accurate, timely, and compliant reports within strict deadlines.
- Liaise with internal departments (HR, and Finance) and external partners (Pension Corporation, benefit providers, consultants).
- Advise administrators, senior executives, managers, and employees on payroll and benefits issues.
- Direct, coordinate, and support payroll and benefits staff, including hiring, orientation, training, and performance evaluation.
- Provide training and interpretation of policies, collective agreements, and legislation to ensure accurate departmental outputs.
- Support a culture of continuous improvement focused on process efficiency, standardization, automation, and system integration.
- Participate as a member of the district’s bargaining team as required.
- Advise on the organizational impact of potential bargaining scenarios.
- Design systems, processes, and controls to ensure accurate time entry, payroll transactions, and reporting.
- Maintain documentation to support consistent and continuous operation of payroll and benefits systems.
- Notify benefit consultants of changes in staff assignments, FTEs, salaries, dependents, and coverage.
- Perform other duties as assigned
Qualifications:
- Designation from the National Payroll Institute or be working towards a Payroll Compliance Practitioner (PCP) designation or a Certified Payroll Manager (CPM) designation
- A minimum of 5 years of direct and recent experience in managing payroll and benefits systems, with preference given to experience in Unionized environments.
- Experience in the K-12 educational system is considered an asset.
- Strong Microsoft Office (primarily Excel), written and verbal communication skills; as well as database management and electronic records management skills.
- Proven leadership skills and a team approach to managing employees and working with fellow team members.
- Outstanding interpersonal and communication skills with the ability to make decisions independently.
- Have extensive knowledge and understanding of the integration between payroll, human resources, and finance departments.
- A high level of integrity, superior work ethic and organizational skills.
- Ability to deal with highly confidential and sensitive issues with a high degree of diplomacy and confidentiality.
- Ability to multi-task, meet hard deadlines and maintain accuracy.
