ABOUT THE INITIATIVE:
The transitional housing initiative operating at 106 Airport Road marks a significant step forward in addressing homelessness and housing instability in our community. This innovative project, rooted in collaborative efforts and insights from successful models from across Canada, is poised to transform our shelter system in St. John’s while prioritizing the integration of housing and health services to assist our most vulnerable neighbors.
The initiative aims to provide a supportive environment for individuals who require additional health and housing support to achieve success in their housing journey. The site will be staffed 24/7 to ensure residents have the necessary support to be successful.
ABOUT THE ROLE:
The Manager of Operations is responsible for coordinating related contracts, such as security, transportation, and hospitality services, to optimize the workflow and communication across the site. This role is critical in aligning day-to-day operations with a person-centered, trauma-informed approach that supports the well-being of residents and staff alike.
The Manager of Operations also plays a central role in the development, implementation, and continuous improvement of policies, particularly those related to health and safety. This includes ensuring organizational alignment with Occupational Health and Safety (OHS) legislation and leading initiatives such as risk assessments, safety audits, and staff training to maintain a safe and compliant work environment.
Success in this role requires deep knowledge of OHS legislation, excellent communication and facilitation skills, and a collaborative mindset. The ideal candidate will be skilled at engaging diverse teams, inspiring a shared commitment to safety and excellence, and fostering a culture of accountability and continuous improvement.
RESPONSIBILITIES:
Overall
- Oversee day-to-day operations of the transitional housing initiative site
- Ensure all activities support a safe, inclusive, and dignified environment for residents and staff.
- Demonstrate respect, cultural competence and knowledge of trauma-informed care in interactions with residents, staff, volunteers and collaborative partners
- Cultivate a positive and inclusive workplace environment, emphasize the development of a culture that embodies the principles of Harm Reduction, Trauma- Informed Practice, Client-Centered Support, and Housing First practices.
Stakeholder Engagement
- Serve as the primary point of contact for internal and external stakeholders related to contracts and operational logistics
- Build and maintain strong relationships with vendors, partners, and community stakeholders.
- Chair biweekly operational stakeholder meetings, ensuring timely documentation and follow-up on action items
- Collaborate with hotel management and Newfoundland and Labrador Housing Corporation representatives to proactively address facility-related issues
Facility oversight
- Coordinate with vendors and contractors for repairs, inspections, and upgrades.
- Monitor site conditions to ensure cleanliness, safety, and compliance with the Occupational Health and Safety Act.
- Track facility-related budgets and ensure a timely response to maintenance issues.
- Draft and revise policies addressing resident safety, crisis intervention, and emergency response protocols.
Health and Safety
- Lead the development, implementation, and monitoring of health and safety policies and procedures.
- Conduct regular risk assessments, lead safety audits, and ensure staff training is current and effective
- Maintain compliance with all relevant workplace safety regulations and standards
QUALIFICATIONS:
Education:
Preference will be given to applicants that have successfully completed a bachelor’s degree in social work, leadership/management, or human services related program. A master’s degree in an appropriate discipline is considered an asset.
Experience:
Ideally, the candidate will have at least 4 years’ relevant work experience in a human services or other relevant setting. Direct experience managing support staff in a housing-related setting is preferred. Similar experience in healthcare, hospitality, or communal living conditions will also be considered.

REQUIREMENTS:
- Experience working with vulnerable or marginalized populations, with an understanding of the barriers and challenges caused by homelessness and poverty, or lived experience with homelessness and/or poverty
- Understanding of substance use, mental health, and harm reduction gained through direct experience working with individuals
- Regularly monitor site conditions to uphold standards of cleanliness, safety, and compliance with the Occupational Health and Safety Act
- Demonstrated ability to deal with sensitive situations with tact and diplomacy
- Demonstrated conflict resolution skills and ability to de-escalate and resolve issues of violence and/or conflicts
- Demonstrated strong administrative skills, including data management, report writing, and tracking associated with the day-to-day operations of a housing site
- Excellent time management skills and ability to multi-task and prioritize responsibilities and deadlines
- Attention to detail and problem-solving skills
- Physical requirement to move around the site with some lifting to 25 lbs.

- Strong relationship-building skills
- Proficiency in MS Office suite, particularly Outlook, Excel, Word, and PowerPoint
- Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered
- Hold a current and satisfactory Criminal Record Screening Certificate and Vulnerable Sector Check
HOW TO APPLY:
This is a temporary, 12-month position, with the possibility of extension. This position provides a competitive salary and benefits plan, including health, dental, and RRSP contributions. Salary is commensurate with experience and will start at $67,500 per year.
