We are currently seeking an Indigenous Participation Manager to support the Land Vehicle Crew Training System (LVCTS) project in anticipation of contract award. The LVCTS project will provide simulation and training support to the Canadian Army (CA) at five (5) sites located across Canada: Edmonton, Alberta; Shilo, Manitoba; Petawawa, Ontario; Valcartier, Quebec; and Gagetown, New Brunswick. The LVCTS project will train the CA on the three (3) main combat vehicles: the Leopard 2 Main Battle Tank (MBT), the Light Armoured Vehicle (LAV) 6.0, and the Tactical Armoured Patrol Vehicle (TAPV). Raytheon Canada, as the potential future Prime Contractor for the LVCTS project, will support all aspects of the program, including the execution of LVCTS’ Indigenous Participation Plan (IPP). As part of the LVCTS project, Raytheon Canada has a five percent (5%) of total contract value obligation in Indigenous participation, encompassing several areas such as subcontracting and business development, skills training and development, direct employment and human resources, and other measures to provide Indigenous content on LVCTS.

The Indigenous Participation Manager is a highly visible position with frequent interaction with company Senior Leadership, Government of Canada representatives, First Nations, Indigenous organizations, and other business and Indigenous leaders across Canada. The Indigenous Participation Manager will manage our Indigenous Training and Development Program (ITDP) and ensure all core areas of the ITDP, the LVCTS Indigenous Participation Plan (IPP), and more are effectively led and managed while driving for continual improvement.

Responsibilities

  • Design and implement appropriate programs and coordinate diversity-focused vendor programs, strategic partnerships, community activities, and events.
  • Initiate, monitor, and carry out targeted Indigenous engagement efforts in support of the LVCTS project.
  • Maintain Raytheon Canada’s database of Indigenous-owned companies.
  • Prepare monthly, quarterly, and annual reports on Indigenous benefits metrics.
  • Provide guidance to Raytheon Canada’s leadership and employees concerning community outreach effectiveness, talent development, and recruiting and retention initiatives.
  • Work with leaders, training coordinators and Human Resources to develop strategies that include recruiting, succession planning and skill/professional development for Indigenous persons.
  • Present to leaders and senior management on the LVCTS IPP and progress made against Raytheon Canada’s commitments and obligations.
  • Serve as a Subject Matter Expert on Indigenous relations, recruitment, training & development, and engagement within the organization.
  • Develop, oversee, and report on the LVCTS Indigenous Training and Development Plan.

Requirements

  • Minimum seven (7) years working in a similar role and business complexity.
  • Experience working with First Nations and Indigenous organizations.
  • Cultural awareness and sensitivity and an understanding of working with Indigenous persons.
  • Ability to lead multiple projects and initiatives at the same time.
  • Excellent writing and communications skills.
  • Excellent relationship management skills.
  • Experience managing or administering a Canadian Department of National Defence (DND) project’s IPP is considered an asset
  • Proficiency in both English and French is considered an asset.
