Description

UCalgary Continuing Education is currently seeking a Full-time Regular Facilities and Operations Manager.

The Facilities and Operations Manager reports to the Director, Business Operations, and is responsible for all physical and technical infrastructure within Continuing Education. Responsibilities include strategic planning, budget management within projects and management. The incumbent will manage a team of facilities staff who support the infrastructure, which includes computer, laboratories, classrooms, meeting rooms, an event centre, and staff offices.

As the primary point of contact on all matters of infrastructure, space and space, this role requires flexibly in working hours, as dictated by its responsibilities and necessity to achieve outcomes, particularly for time sensitive projects or during periods of high demand.

Summary of Key Responsibilities (job functions include but are not limited to):

Facilities Leadership and Administration

  • Serve as a key resource to the Director of Business Operations by maintaining technical services and designated space contacts in each department, including assisting with compliance and safety matters.
  • Provide strong supervisory and managerial leadership to facilities staff.
  • Authorize HR transactions such as time reporting, leaves, job changes, new hires, and position creation.
  • Lead the performance management and development of staff members.
  • Recruit, retain, coach, mentor, and develop staff to support business needs.
  • Oversee and ensure the quality and efficiency of all facilities-related work.
  • Manage event and contract agreements related to facility rentals and usage.
  • Communicate workplace safety protocols and ensure security and emergency preparedness procedures are properly implemented.
  • Maintain formal and informal communication channels with managers and administration regarding space management and capital projects.
  • Provide formal written reports to the Director of Business Operations on projects, including support for proposal preparation.
  • Develop and sustain positive working relationships with university partners and other stakeholders involved with operational facilities and maintenance.

Strategic Planning & Client/Stakeholder Engagement

  • Define client engagement strategies and administer guidelines, policies, and procedures for facility design and management.
  • Attend client meetings, collaborative planning workshops, and provide briefings and support to technical and leadership teams.
  • Manage stakeholder mapping and communications, including responding to stakeholder enquiries.
  • Lead development of short- and long-term strategic plans for maintenance, optimization, and growth of physical spaces aligned with institutional goals and operational priorities.
  • Manage quality assurance and vendor relationships for custodial and building maintenance services.
  • Forecast, allocate, and supervise financial and physical resources for facilities.
  • Collaborate with the Director of Business Operations to assess stakeholder requirements and integrate them into project implementation plans.

Physical and Technical Infrastructure Management

  • Implement policies and processes related to the allocation, utilization, development, and renovation of physical space and infrastructure.
  • Identify additional space needs, major renovation requirements, and potential capital projects aligned with university and departmental priorities.
  • Manage and review service contracts.
  • Lead the development of Requests for Proposals (RFPs) for services, including security, catering, caretaking, and audiovisual contracts.
  • Conduct and document regular facility inspections and audits related to security and cleaning contractual agreements.
  • Lead or participate in regular operations meetings with stakeholders to ensure contract performance and smooth service delivery.
  • Recommend maintenance, mechanical, electrical, and facility work requests and provide reports as necessary.

Qualifications / Requirements:

  • Post-secondary qualifications in Facilities, building, event and project management, or equivalent experience.
  • A minimum 5 years of experience overseeing building and facilities operations, teaching or multi-use meeting space, including physical and virtual computer laboratories, preferably within a university or complex teaching organization.
  • A strong background in facilities and operations administration.
  • Proven customer service and client relationship management is required.
  • A proven track record of effective project planning and implementation management is required.
  • A general understanding of and experience with building design, construction, engineering systems practices and operations.
  • Background and knowledge of building security, caretaking, and event catering.
  • Effective budget planning, preparation, monitoring, and reporting experience is required.
  • Experience identifying, selecting, and overseeing implementation of infrastructure technologies within teaching and event environments.
  • Experience in strategic space planning, with an emphasis on planning capital projects for teaching, seminars, conferences, and event purposes, is an asset.
  • Experience working with a multi-faceted team of individuals with unique skills and abilities.
  • Excellent leadership, interpersonal, communication, and teamwork skills, with the ability to inspire collaboration and foster strong working relationships across diverse teams.
  • Proven ability to communicate effectively and guide cross-functional teams, including campus stakeholders, university departments, architects, property managers, engineers, trades personnel, facilities IT staff, and department administrative teams to successfully support and deliver space-related projects.
  • Strong knowledge of building and event security best practices.
  • Demonstrated ability to operationalize strategic business plans.
  • Proficiency in identifying opportunities and creating or improving processes and procedures for optimization and efficiency.
  • Strong analytical and problem-solving skills to evaluate complex issues accurately, develop, and implement action plans.
  • Ability to build and maintain positive relationships with internal and external stakeholders, engaging effectively with all levels of leadership.
  • Sound judgment and diplomacy in interactions with staff, university departments, and external organizations, with emotional intelligence to navigate complex situations and build positive relationships.
  • High level of computer literacy, including advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Knowledge of university policies, procedures, and operating requirements is desirable.
