Our Safety & System Assurance Division is looking for a Director, Safety Assurance Requirements & Contracts to provide overarching strategic leadership in the development, integration, and oversight of the Enterprise System Safety Assurance Requirements Program for GO&UP Express, and Rapid Transit projects. To lead the formulation and implementation of enterprise-wide contractual safety assurance requirements across new and existing railway and transit initiatives, encompassing operations, maintenance, and critical interfaces with systems engineering, human factors, and operational readiness.
What will I be doing?
- Directs the development and execution of the enterprise-wide system safety assurance requirements and contracts program for rail expansion, rapid transit, and subway projects, ensuring alignment with corporate vision and strategic objectives.
- Develops and executes medium- to long-term safety assurance and commercial strategies that enable the successful delivery of capital programs.
- Leads the integration and standardization of best-in-class system safety assurance requirements across all programs, projects, operations, and maintenance activities.
- Advises the offices of the Chief Operations & Safety Officer, Chief Capital Officers, on critical safety assurance risks tied to contractual requirements within project agreements; identifying mitigations, promoting synergies, sharing lessons learned, and advancing continuous improvement.
- Establishes and leads a cross-functional forum that brings together Legal, Commercial, and Safety & System Assurance leadership to review and align safety-related contract language across all major capital projects
- Serves as the enterprise lead for Safety & System Assurance-related commercial disputes, ensuring technical safety issues are accurately represented in legal and financial settlements.
- Represents Safety & System Assurance at the executive-level, influencing enterprise decisions on commercial and operational matters.
- Leads a cross-functional team developing and integrating safety assurance contractual requirements across multiple complex capital program workstreams. Maintains and evolves the enterprise-wide safety assurance contractual requirements database and risk register.
- Liaises with the Ministry of Transportation, regional and municipal transport authorities, and adjacent transit organizations to provide updates, seek direction, and contribute to decision making.
- Leads the advancement of safety system assurance contractual requirements by applying up-to-date procurement strategies, tools, and industry best practices to strengthen the quality and consistency of project agreements.
- Monitors progress to ensure that planning objectives are delivered on time and within budget, and that anticipated business results are achieved.
- Provides strategic leadership to a team of Safety & System Assurance professionals through a number of subordinated managers, ensuring alignment with enterprise safety, commercial, and delivery priorities. Empowers senior managers to lead effectively and deliver measurable outcomes.
- Completion of a post-graduate degree in Safety, Risk, and/or Engineering.
- Demonstrated progressive senior experience in rail systems assurance, safety assurance and engineering delivery.
- Demonstrates expert knowledge of laws and regulations governing railway systems in Canada, with specialized understanding of Ontario’s regulatory landscape.
- Leads the development of system safety assurance contractual requirements for project agreements, commercial letters, variation proposals, and contractual settlements, ensuring alignment with project delivery and risk mitigation strategies.
- Establishes and implements system safety assurance requirement frameworks and processes to guide enterprise-wide safety compliance and performance.
- Contributes strategically to the procurement and delivery of capital project contracts, including commercial correspondence, variation management, dispute resolution, and the drafting of minutes of settlement.
- Applies training in FIDIC Red and Yellow Books to inform international best practices in contract management; familiarity with the International Federation of Consulting Engineers is considered an asset.
- Leverages advanced expertise in international safety standards including EN 50126-1/2/3, EN 50128, and EN 50129 to support system certification and assurance.
- Applies advanced proficiency in the Canadian Method for Risk Evaluation and Assessment (CMREA) or European equivalents to support structured rail safety risk analysis.
- Communicates with influence, using strong interpersonal, written, verbal, and presentation skills to promote a safety culture and lead the development of safety system components (e.g., programs, policies, procedures, tools, training).
