Director of Municipal Works & Services
OVERVIEW:
The Director of Municipal Works & Services is responsible for the development of services and the co-ordination of all municipal infrastructure, buildings and equipment, and the supervision, direction and administration of the day-to-day operations of the Municipal Works Department and crew.
DUTIES:
1. To ensure that all capital works and maintenance works are constructed and maintained in a manner following standard construction and engineering principles.
2. To ensure all works completed by the Public Works Department are done in compliance with applicable legislation.
3. To plan and prepare all budgets for maintenance of Hamlet infrastructure, all Hamlet owned buildings, all mechanical equipment operated by the Hamlet, and related record keeping.
4. To hire, plan, direct, co-ordinate, administer and supervise the day-to-day activities of staff working directly under his/her jurisdiction, and to take any disciplinary or termination action, as appropriate.
5. To ensure that employees under his/her jurisdiction carry out their responsibilities.
6. To approve staff training, attendance at seminars, conferences, etc.
7. To be involved in union negotiations and grievances for employees under his/her jurisdiction.
8. To develop and recommend for approval to the Senior Administrative Officer, and/or Council, the bylaws, policies, and procedures required to regulate the operations of the Public Works Department.
9. To ensure that programs, policies, practices, and procedures pertaining to the Public Works Department are observed and carried out as intended.
10. To prepare and submit to the Senior Administrative Officer, the annual capital and operating budget for the Public Works Department.
11. To approve financial and operating transactions for Public Works Department purchases and orders.
12. To prepare applications and submissions for cost and revenue sharing grants available to the Public Works Department, in conjunction with the Senior Management Team.
13. To act as the Hamlet’s liaison to WSCC.
14. Reviews cost reports and construction progress of Hamlet projects to ensure standards of quality and conformance with budget appropriations.
15. Responsible for planning and ensuring services are in place to meet all Hamlet needs.
16. Responsible for long range planning of infrastructure upgrading.
17. Responsible for administration, including all tendering and Request for Proposal preparation for Public Works services provided by contract.
18. Responsible for risk management in all operations and implementation of a comprehensive Safety Program.
19. Prepares yearly resupply according to purchasing policy guidelines and performs tender opening requirements.
20. Oversees design layouts, site plans and sketches for a variety of municipal service projects such as roads, storm and sanitary sewers, waterworks, buildings, and other works.
21. Provides basic survey and field layout services for Hamlet projects.
22. Responsible for the efficient operation of all water and sewage delivery services.
EXPERIENCE REQUIREMENTS:
1. A minimum of five years experience in a management position in a municipal Public Works Department with a degree/diploma is desirable or a combined experience with infrastructure and public works knowledge, supplemented with management development experience.
2. Red seal Trade and/or Heavy Equipment certification would be a definite asset.
3. Working knowledge in the North with Sewage, Water supply planning and management.
4. Effective management, team building, leadership, and supervisory strengths, with a commitment for continuous improvement.
5. Familiarity with related municipal legislation and other relevant provincial statutes.
6. Experience with development and management of departmental capital and operational budgets.
8. Personal initiative with good planning and organizational skills as well as a high degree of integrity and professionalism
9. Strong capability to identify needs, plan and develop goals, priorities, and other outcome measures
10. Must be knowledgeable with MICROSOFT (Outlook, Word and Excel) computer programs
Job Type: Fixed term contract
Contract length: 24 months
Pay: $120,000.00-$130,000.00 per year
