Assistant Manager / Lead, Crown and Industry Consultation – NSMA Environment Department
Location: Northwest Territories (NWT) – Yellowknife
Position Type and Work Format: Full-Time, Indeterminate. Work will take place in-person at NSMA office location with occasional off-site travel for meetings, training, conferences, workshops, and field work. Possibility of temporary remote work while relocating to Yellowknife or during employment transition.
Hours of Work: Regular office hours are Monday to Friday at 7.5 hours/day (37.5 hours/week). Hours may vary for meetings, training, conferences, workshops, and fieldwork. May be required to work occasional alternative hours, overtime, evenings, and weekends.
Renumeration and Benefits:
· $47-56/hour ($92,002.5 – $109,620/year) based on qualifications and experience.
· Travel benefit of $3699.80/year added to above annual salary.
· 2 weeks paid vacation in year 1 followed by 3 weeks paid vacation in Year 2.
· Pension, health, and dental plan (Northern Employee Benefits Service) following successful completion of a 6-month probation period.
· $50/month phone allowance reimbursement.
· $100/month health/fitness allowance reimbursement.
· Access to paid training and professional development. Will supply candidates with PPE and field gear including boots and full set of winter clothing to use for duration of employment.
Position Summary:
The North Slave Métis Alliance (NSMA) represents the s. 35 Aboriginal rights-bearing Indigenous Métis people of the Great Slave region of the Northwest Territories (NWT). NSMA’s mandate is 1) the assertion, protection, and implementation of the Aboriginal rights of Métis people, and 2) the exercise of Métis responsibility to protect the environment and to promote and enhance Métis education, economic, social, political, and cultural development.
The NSMA Environment Department runs an array of programs relating to consultation, natural resource co-management, guardianship, training/capacity building, research, environmental monitoring and services, wildfire, and various sustainability initiatives.
The Assistant Manager / Lead, Crown and Industry Consultation is a key position primarily responsible for implementing NSMA’s program activities relating to Crown-industry consultation. The position reports directly to the Environment Department Manager, and also works closely with the NSMA President & Executive, the Manager of Lands & Culture, and NSMA Legal Counsel.
This includes overseeing participation in NWT’s co-management regime under the Mackenzie Valley Resource Management Act (MVRMA) and relations with proponents of major projects including infrastructure, mines, and contaminated sites. The position will help facilitate the more senior aspects of consultation including negotiating Impact Benefit Agreements, Memoranda of Understanding (MOUs), funding agreements, and other engagement and relationship frameworks related to major mining, infrastructure, and other projects involving the use of land or natural resources.
This senior role has their own direct report (Environmental Analyst) who provides them with strategic assistance in consultation related duties. The position also supports the Environment Department Manager with departmental program and financial administration, planning, and strategic initiatives related to socio-economic diversification.
Key Responsibilities: ·
Lead consultations with Crown government agencies (Federal and Territorial) and industry proponents in accordance with the Duty to Consult, Section 35 of the Constitution Act, UNDRIP, and NSMA’s consultation polices and strategic priorities.
Support the Environment Department Manager with departmental program and financial administration, planning, and strategic initiatives related to socio-economic diversification.
Write funding applications to support consultation program activities, manage and implement contribution agreements and projects.
Act as a co-negotiator along with NSMA’s leadership and staff for IBAs, MOUs, and participation agreements for mining, remediation, energy, and infrastructure projects in NSMA’s Traditional Territory.
Supervise and provide strategic guidance for the Environmental Analyst to monitor and respond to land use permit applications, water licenses, project proposals, and Environmental Assessment (EA) processes.
Liaise with legal counsel to prepare for negotiations and ensure that agreements protect and promote Métis rights, environmental stewardship, and community benefits.
Represent NSMA at federal and territorial working groups, technical advisory committees, and multi-party tables related to mining, remediation, and resource development.
Advocate for the inclusion of North Slave Métis voices, interests, and knowledge systems in policy development and project design.
Provide strategic guidance to NSMA Leadership on rights-based engagement strategies, land and resource policies, and consultation positions.
Contribute to internal decision-making frameworks for assessing consultation adequacy and community positions.
Identify and facilitate opportunities for economic participation in projects (including contracting, training, employment, and JV partnerships).
Prepare briefing notes, negotiation updates for NSMA Leadership and community members.
Coordinate community engagement sessions, workshops, and knowledge-sharing meetings to inform negotiation positions and regulatory submissions.
Support the integration of Traditional Knowledge and Métis worldviews into consultation responses and agreements.
Qualifications:
Degree in Indigenous Studies, Law, Environmental Policy, Political Science, Resource Management, Environmental Sciences, Engineering or a related field. A Master’s degree is strongly preferred.
5 years of experience in field related to Indigenous consultation, negotiation, project or financial management, regulatory processes, natural resource governance, or intergovernmental relations.
Experience working with Indigenous communities, preferably in northern governance contexts.
Demonstrated knowledge in negotiating IBAs, MOUs, or similar agreements with government and/or industry.
Political sensitivity and cultural competency when working in Métis or Indigenous contexts.
Strong communication, facilitation, and report-writing skills.
Proven experience in budget planning, financial tracking, and reporting for regulatory or environmental projects.
Familiarity with the Mackenzie Valley Resource Management Act (MVRMA) and other relevant regulatory frameworks
Asset Qualifications:
Experience supporting or leading the development of Indigenous economic development strategies and partnerships with technical consulting firms.
Direct experience working with or negotiating business partnerships, joint ventures with industry partners, especially within the mining, remediation, or resource extraction sectors.
Experience with other areas of the Environment Department’s work including environmental monitoring, guardianship, research, training, capacity building, or environmental sustainability.
