OPERATIONS: Municipal Services Department – Streets / Airport Division
HOURS OF WORK: 40 hours per week, as per the Collective Agreement.
POSITION: Union Affiliation
PAY RATE: $39.56 plus benefits
GENERAL STATEMENT OF DUTIES:
Under the supervision of the Director of Municipal Services, the incumbent is responsible for a variety of administrative and clerical duties in accordance with all applicable Transport Canada regulations for the Williams Lake Airport.
SUPERVISION:
The incumbent shall be responsible to the Director of Municipal Services.
MAJOR DUTIES AND RESPONSIBILITIES:
- Provides administrative support to the Airport, including operations as directed.
- Maintain and update department files and records.
- Maintain/develop departmental spreadsheets, documents, accounting and filing systems.
- Responsible for all A/R in relation to the Airport. Including but not limited to fuel, landing fee, passenger, leases etc.
- Assist with year-end accounting procedures and annual audit.
- Distribute incoming and outgoing departmental correspondence, mail and faxes and maintain departmental component of the City’s website.
- Provide support for relevant Committees.
- Airside access administration and aviation fuel administration.
- Maintain all fuel inventory, including monthly reconciliations. Including daily fuel journal entry from purchases.
- Complete complaint forms and fax to appropriate department.
- Receptionist for Airport Operations, receive and direct inquiries in person and/or by telephone, record complaints and refer for action as appropriate.
- Receive and open new files and maintains the filing system and index.
- Retrieve and compile information and statistical data from multiple sources, maintain and update files and records.
- Assist in the formulating, implementing, modifying and improving comprehensive long-range plans in conjunction with Municipal Services.
- Attend meetings as required.
- Responsible for organizing building and equipment maintenance.
- Provides administrative coordination of the SMS Program.
- Maintains and administers Transport Canada regulations, CARS, TP312, Airport Operations Manual, Airport Security Program, Emergency Response Plan, etc.
- Provides input to and oversees the terms and conditions of leases, licences and contracts.
- Assists in the preparation of annual operating and capital budgets, including applications for A.C.A.P. Funding.
- Serves as key contact with the public, business community, current tenants and potential tenants related to the operation of the airport.
- Administers landing/terminal/passenger fees or data collections
- Administers and oversees various systems including AVOPs, Gate/Access. Parking and Fuel Dispensing etc.
- Liaises with and provides information to the Finance department in relation to Financial Accounting.
- Assists with public parking.
- Prepares all correspondence and reports as they relate to the airport.
- Supports business development and revenue generation initiatives.
- Issues NOTAMS (Notice of Airman)
- Required to perform Labourer duties as required by the Director of Municipal Services. This can include, but not limited to, snow shovelling or lawn mowing, etc.
- May be required to work Airport Security when needed.
- May be required to assist in other departments as required.
- Other related duties as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
- Preferred knowledge, but not required, of the operations of a small to medium hub airport.
- Preferred knowledge, but not required, of aviation pertaining to regulations.
- Ability to gather data and compile written reports.
- Ability to effectively communicate verbally and in writing to airport employees, management staff, outside agencies, tenants and members of the public.
- Ability to maintain a high level of confidentiality and professionalism.
QUALIFICATIONS, SKILLS & EXPERIENCE:
- Minimum Grade XII supplemented by related post-secondary accounting courses.
- Minimum 3 years previous administrative experience.
- Minimum 2 years of municipal experience and 2 years in an accounting position.
- Airport experience preferred.
- Computer and word processing experience including proficiency with Microsoft Office software and MAIS software.
- Ability to transcribe minutes
- Ability to type at minimal 60 wpm
- Ability to work with minimal supervision

- Ability to work well independently and as part of a team.
- Shall possess an Airside Vehicle Operator Permit or obtain within three (3) months of employment.
- Shall possess a Restricted Radio Licence obtain within three (3) months of employment.
