POSITION SUMMARY
This position is responsible for conducting ongoing inspections of contractors to ensure compliance with waste collection and processing contracts, as well as responding to complaints, conducting inspections and investigations and enforcing County by-laws at residential and commercial locations. This position is also responsible for conducting, and participating in various types of waste audits, and all aspects of their operation; including but not limited to the collection of waste, physical waste sorting, and associated data management. The position also regularly interacts with residents, investigating and responding to aspects of waste collection services, events, and site operations.
DUTIES AND RESPONSIBILITIES (not listed in order of priority)
1. Responsible for on-road contract supervision of waste, recycling, organics and special collections, and ensuring compliance with County requirements.
2. Responsible for monitoring the discharge and auditing of collected materials at public and private waste facilities to ensure contract requirements are adhered to.
3. Liaise with waste facility staff and supervisors, route supervisors and contractor management in ensuring compliance with County requirements.
4. Responds to, resolves and follows-up with stakeholders’ concerns including taxpayers, staff and local municipalities.
5. Organizes, participates in, or monitors audits of County waste material for the purpose of determining participation and waste composition, including but not limited to collection, sorting, and data management.
6. Acts as County representative to the public, in often difficult conditions. Issues educational information as required to property owners and promotes partnerships with the general public, agencies, organizations, communities and others.
7. Exhibits excellent communication and problem-solving techniques.
8. Provides latest on-road collections information to Supervisors and Customer Service.
9. Provides input into any collection contract related operational problems, technical issues and recommends solutions.
10. Prepares reports and compiles statistical information as required.
11. Provides input into the development and review of related by-laws and regulations.
12. Participates in County Committees as required, including pilot projects and programs.
13. Flexibility of hours and available occasional evenings and Saturdays as required.
14. Physically able to move collection containers as necessary, and collect waste as required.
15. Responsible for the delivery, or removal of waste collection containers as required by escalation, or as part of by-law education or enforcement.
16. Responsible for onsite residential or commercial property inspections to assess collection requirements, and ensure the fulfillment of the County’s Solid Waste Management By-law including but not limited to agreements or design standards.
17. Enforce and administer compliance with the County of Simcoe’s Solid Waste Management by-law and other County by-laws and policies as directed, including investigating acts of non-compliance by gathering evidence, interviewing witnesses/complainants and recording statements of fact; issue and serve summonses and subpoenas according to the Provincial Offenses Act; prepare evidence and attend court appearances.
18. Issue tickets in accordance with applicable legislation and associated County by-laws.
19. Performs other duties as assigned.
20. Comply with provincial and County occupational health and safety legislation, regulations, policies and procedures.
21. Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act.

EDUCATION, TECHNICAL SKILLS AND CERTIFICATION
- College diploma or University degree in one of the following areas, Waste Management, Environmental and/or Law and Security, or equivalent education and related operational experience.
- Strong operational knowledge of waste management practices, including solid waste, organics, recycling and special collections.
- Detailed knowledge of the County’s Waste Management By-law.
- Detailed knowledge of the ‘Occupational Health and Safety Act’.
- Knowledge of Ministry of Environment Conservation and Parks legislation and regulations regarding waste management.
- Excellent interpersonal and communication skills.
- Excellent conflict resolution and problem solving skills.
- High attention to detail.
- Knowledge of word processing and spreadsheet application skills.
- Valid G class driver’s license in good standing.
EXPERIENCE
- Two (2) years’ experience in a related or similar position would be an advantage.
EFFORT
- Physical effort required when driving, collecting waste and moving/delivering bins, long periods of standing to conduct various types of audits.
- Mental effort required when doing research and investigations.
WORKING CONDITIONS
- May be exposed to dust, dirt, fumes, waste materials.
