Job Brief
Oversee municipal by-law enforcement, licensing, parking, and develop strategic procedures.
Wage: $104,267 - $121,992 Annually (2025)
Reports to: Manager, Municipal Law Enforcement and Licensing
Hours of Work: Normal working hours are 37.5 hours per week, seven (7.5) hours per day with core working hours between 8:00am and 5:00pm.
Other: Regular requirement to participate in on-call rotation. Combination of general office environment and occasional off-site travel. Attend meetings, such as Council, conferences and departmental emergency situations, which may be outside of normal business hours.
Position Summary
This position is responsible for the development and implementation of procedures in order to achieve corporate and departmental strategic objectives. Key responsibilities of the position include the service areas of municipal law enforcement services, by-law development, parking and licensing.
Essential Duties:
Administer various Municipal By-Laws including licensing By-Laws, maintain and interpret By-Laws and ensure the enforcement of Municipal By-Laws and Provincial Acts, including the regulation of parking
Assist with the preparation of draft by-laws and by-law amendments administered and enforced by the Municipal Law Enforcement and Licensing Division, such as parking, property standards, general licensing and animal by-laws
Liaise with other departments on a day-to-day basis to address issues relevant to the Division and provide insight and assistance where possible, and liaise with public, contractors, external agency professionals
Provides support in the investigation of complaints regarding by-laws, statutes and licensing
Research and coordinate the preparation of evidence for court proceedings, provide advice to by-law officers, and liaise with legal counsel to support quality and timeliness of submissions
Participate in the negotiation of contracts and agreements in area of responsibility, in consultation with the Manager
Confer with legal counsel as to the appropriate course of action to be undertaken as necessary
Demonstrate leadership in assigning work activities as required, ensuring equipment and resources are sufficient to enable successful completion of assignments
Support, advise, supervise team members, providing feedback and or corrective action
Monitor the contracted resources (if applicable)
Research, quantify, facilitate and coordinate delivery of training needs to staff
Manage customer service concerns, investigating, problem solving and responding as appropriate
Regularly develop improved methods, procedures, techniques relating to programs; Apply judgement to frequent complex situations within area of responsibility
Procure services and goods related to areas of responsibility, including the authorization of time off requests, time worked and overtime costs
Contribute to the development of annual program needs
Manage stakeholder interactions in the supply and receipt information, analysis and resolution of issues
Provide data to allow reporting and decision making
Complete continuous research, analysis of industry trends, issues to remain knowledgeable in own areas of responsibility
Create and maintain cohesive team environment to support staff to achieve objectives
Administer the terms of the applicable Collective Agreements, corporate policies, directives, expectations, in collaboration with Human Resources; act as a supervisor under the Occupational Health and Safety Act
Perform other related duties as assigned
Qualifications:
Post-secondary diploma in Law Enforcement or a related field
Minimum 5 years of related progressive experience, preferably in a municipal environment, including experience in a coaching, leadership or supervisory role, within a unionized environment
Hold and maintain Certified Municipal Law Enforcement Officer (Municipal Law Enforcement Association of Ontario) and the Certified Property Standards Officer (Ontario Association of Property Standards) designations
Willing to participate in ongoing development, training and additional certifications as appropriate for the position
Knowledge of Provincial Offences Act, Canada Evidence Act, Ontario Courts of Justice Act, Liquor Licence Act, Alcohol and Gaming Commission of Ontario Policy Manual and any other legislation related to the position
Demonstrated leadership skills at a level to ensure successful program and employee performance outcomes and performance management
Effective oral communication and strong interpersonal skills; Excellent written communication skills; attention to detail and accuracy
Demonstrated customer service skills at a level to develop and maintain cooperative/collaborative working relationships both within and outside the organization
Demonstrated knowledge and application of financial budget and business planning processes
Demonstrated time-management skills with the ability to prioritize workloads and meet deadlines with minimal supervision
Demonstrated ability to exercise discretion and tact and maintain a high degree of confidentiality at all times, complying with all applicable privacy legislation and local policies and procedures
Demonstrated proficiency in Microsoft Office, the internet and any other related software
Possess and maintain a valid Ontario Class “G” Driver’s Licence or the ability to attend to frequently to work related activities at various sites within the municipality or at other sites within Ontario
Possess and maintain the absence of a Criminal Record. Upon a conditional offer of employment, a Criminal Record Check, including a Vulnerable Sector Search will be required
