As a Training Specialist II, you'll develop and execute a full range of eLearning tools, realigning our training from traditional instructor-led to a blended learning format. Working with Technical Trainers and other specialists, you'll advance our educational programs to meet the needs of learners in an operational environment. You'll also use video to capture hands-on processes, building a library of just-in-time training for our technical and maintenance staff.
What will you do?
- Utilizes appropriate learning models, such as ADDIE or a similar approach to evaluate and condense the current 300+ courses
- Determines delivery methods that is best suited for the content, learner, and environment
- Collaborates with stakeholders to conduct needs assessments and identify safety and operational training objectives
- Builds on-the-job assessment tools to align with a competency based model
- Develops scripts/storyboards, e-Learning curriculum, training standard documents, and learner evaluation tools
- Establishes criteria for training requirements based on prioritization of safety critical roles based all trade based and high risk position types
- Maintains and updates evaluation tools to assess online and classroom courses and communicate results
- Innovate learning experiences by exploring emerging technologies, utilizing video for practical training, assessing 3D learning materials, and supporting the transition to e-learning and blended learning concepts
- Ensure compliance and quality by tracking legislative requirements, managing trainer certifications, integrating safety and environmental standards into training, maintaining review cycles for legal and procedural changes, and investigating copyright restrictions
- Optimize training systems by leading operational content integration, resolving system issues, developing program templates, implementing standardized online and instructor-led course formats, and maintaining data integration across training records
- University Degree in Education with a background in Educational Technology and adult learning, or a related University Degree combined with post-secondary coursework Adult Learning
- Minimum of five (5) years related experience in educational/training program creation, maintenance, and evaluation, along with two (2) years of project management
Skills required for success:
- Experience in leading needs assessments and building on-the-job competency tools
- Experience with the development and implementation of educational technology
- Understanding of Occupational Health & Safety and Environmental legislation in an operational environment
- Familiarity with video creation and editing, mobile learning, and 3D learning technology
- Experience with Learning Management Systems at a technical and user level
- Knowledge of program coordination, contracting, and budget management
- Ability to write Request for Proposals and manage projects from conception to implementation
- Excellent verbal and written communication skills
- Strong organizational skills for directing, coordinating, and prioritizing
- Ability to negotiate and successfully build consensus

Conditions of Employment:
- Valid Alberta Class 5 driver's licence (or provincial equivalent)
- The position requires travel between work sites and the individual must provide their own vehicle for reimbursement which includes business liability insurance

Work Environment:
- Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52

Salary Range:$40.727 - $51.131 (Hourly); $85,037.980 - $106,761.530 (annually)
