Job Number: 53166

Ready to lead in keeping Edmonton's Southeast District functional and clean? We're seeking a Supervisor to join our leadership team. This role is crucial for maintaining our city's mobility network.

You will be responsible for overseeing both winter snow and ice control operations (including de-icing, anti-icing, and new methods) and summer reactive sanitation efforts (managing litter, illegal dumping, and street sweeping). The position involves managing a substantial budget (approximately $37M annually) and leading a team of supervisors and up to 100 staff.

During winter, you will manage field teams, equipment, and contractors for snow and ice removal. In summer, you will focus on planning, collaborating with city partners, and developing strategies for future improvements.

If you are a strategic leader with a commitment to community impact, we invite you to apply. Join us and contribute to the effective operation of Edmonton's infrastructure.

What will you do?

  • Supervise a diverse work group, exercising independent decision-making over personnel, finances, and operations
  • Oversee a significant number of staff, including up to 100 in-scope personnel for both winter snow/ice control and summer reactive sanitation operations
  • Lead and establish the desired work group culture aligned with City Operations' vision, mission, and commitments
  • Manage human resources functions, including recruitment, coaching, performance development, conflict resolution, and disciplinary actions
  • Actively participate in the development of operational strategies for the unit, ensuring alignment with corporate, departmental, branch, and section strategies
  • Ensure compliance with section planning, reporting, and monitoring requirements, providing timely and accurate reports
  • Establish and monitor effective performance measurement, taking corrective actions to ensure efficient service delivery and quality assurance
  • Manage financial resources, including determining budget requirements, monitoring costs, allocating a proportion of the district's SNIC budget (approximately $37M annually), and providing financial projections
  • Support city-wide roadway district operations as a rotating Mobility Infrastructure Services Standby Contact, available for after-hours emergencies
  • Create and review Standard Operating Procedures and Hazard Assessments, and ensure program staff have access to and review all safety documentation
  • Oversee an assigned district operational yard, including equipment, materials, and facilities, during winter months
  • Respond to Council inquiries/POSSE and 311 Call-backs, meet district 311 Service Level Agreement (SLA) targets, and comply with ENVISO environmental and OHS processes
Qualifications:
  • Education in Management, Commerce, Science, Planning, Engineering, or a related discipline. Other equivalencies may be considered
  • Progressively responsible experience in a Roadways Maintenance and Operations environment, with leadership experience in a large, complex, unionized organization

Assets:

  • Experience working with multiple disciplines, large seasonal operations, and staff change over
  • PMP certification
  • Certification or coursework/training in financial management, public works administration or change management

Skills required for success:

  • Demonstrated leadership, problem-solving, project management, conflict resolution, interdisciplinary team building, and supervisory skills, especially in front-line unionized operations
  • Proven planning and organizational skills for service delivery, including the ability to interpret technical drawings and prioritize tasks
  • Strong communication (verbal and written) and interpersonal skills, with the ability to interact with diverse groups and effectively supervise a large workforce, including performance and attendance management
  • Experience in human resources functions (recruitment, coaching, performance management, conflict resolution), managing external contractors, and extensive knowledge of best practices, operational areas, OH&S legislation, ENVISO, and WHMIS, along with a willingness to delegate
  • Alignment to our Cultural Commitments and Leadership Competencies (https://bit.ly/4brRrXm)
  • Embracing a culture of equity, diversity, reconciliation and inclusion
