The Senior Specialist is a key member of the Patient Reported Measurement (PRM) team, responsible for supporting the development, planning, and implementation of provincial programs—both project-based and operational—that advance clinical quality improvement, innovation, and research. This work is grounded in best practices and evidence within the Population Health and Value-Based Health Systems Portfolio. The role collaborates closely with Program Managers to deliver and sustain leading and emerging patient-reported experience and outcome measurement programs at both regional and provincial levels, with the overarching goal of enhancing health outcomes and experiences for the people of Ontario.
This position also involves close collaboration with internal teams and external stakeholders (e.g., Ministry of Health, Ontario Health Teams, CIHI) to prepare presentations, reports, and briefing materials; coordinate and support provincial meetings; and manage related documentation. Additionally, the Senior Specialist contributes to both ongoing and new initiatives focused on patient-reported experiences and outcomes, working alongside clinical and health system leaders to drive improvements at clinical, organizational, and system-wide levels.
Here is what you will be doing:
  • Support Program Managers in implementing new priorities and quality improvements across high-priority clinical program areas by contributing to working groups, expert committees, advisory councils, and focus groups.
  • Collaborate with Ontario Health Teams, Digital Excellence in Health, and Clinical Institutes and Quality Programs (e.g., cancer, cardiac, renal, mental health) to support the alignment and implementation of relevant provincial, regional, digital, and clinical standards and guidelines.
  • Leverage data and evidence to identify opportunities for clinical quality improvement, including the effective use of patient-reported data to advance person-centred care.
  • Contribute to system and regional performance measurement and management, emphasizing data-driven improvement and planning.
  • Coordinate routine and ad-hoc meetings with health system partners and key stakeholders, including clinical leads.
  • Manage projects by engaging stakeholders, maintaining documentation and work plans, driving agendas, and contributing collaboratively to project deliverables.
  • Develop needs assessments, evaluations, jurisdictional scans, briefing notes, options analyses, and impact assessments to inform program policies and guidance.
  • Prepare reports, deliverables, and presentations for review and approval by Program Managers or the Manager.
Here is what you will need to be successful:
Education and Experience
  • A Bachelors Degree (Master’s Degree preferred) in Health Administration, Business Administration, Public Health, or a related discipline.
  • 3 to 6 years of related work experience including experience working in the healthcare sector in large-scale system improvement.
  • Experience with project management related to quality improvement and evaluation, including planning and implementation.
  • An in-depth understanding of Ontario's healthcare environment is required.
  • Knowledge of person-centred care principles and how utilization of PRM contributes to improved outcomes and experiences for people.
  • Knowledge of population health management and patient reported measurement is preferred.
  • Proficiency in the Microsoft Office suite including Word, Excel, PowerPoint, SharePoint, and MS Teams.
  • Exceptional writing skills, with experience preparing executive summaries, briefing notes, proposals, reports, correspondence, meeting minutes, and articles.

  • Skilled in managing multiple projects simultaneously and prioritizing tasks to meet tight deadlines.
  • Highly organized and self-directed, able to work independently with minimal oversight.
  • Able to anticipate, prioritize, and respond effectively to emerging risks and issues.
  • Strong problem-solving skills, with a proactive approach to complex challenges using critical thinking and negotiation.
  • Adept at building trust and establishing strong relationships with diverse stakeholders.
  • Excellent interpersonal and communication skills for engaging stakeholders and supporting operational activities.
  • Proven ability to work effectively and enthusiastically as part of a team.
  • Capable of working independently with minimal supervision while following direction from senior staff.
  • Support the advancement of equity, inclusion, and diversity across the Ontario health system.
