Purpose of the Role
The Services Supervisor Child Welfare I provides direct supervision to a team of frontline staff within one or more program areas of the Child Welfare department, including but not limited to Intake, Ongoing Protection, Customary Care, and Kinship Services. This role ensures the provision of high-quality, culturally respectful child welfare services that meet both provincial legislation and the unique needs of First Nations children and families across Treaty 9.
Operating under the CYFSA and guided by the principles of Bill C-92, the Services Supervisor supports holistic child and family wellbeing, fosters strong partnerships with community leaders and Band Representatives, and upholds the agency’s commitment to Indigenous self-determination in care.
Core Responsibilities
1. Supervision and Staff Support
- Provide direct supervision, mentoring, and performance monitoring to Child Welfare staff (e.g., Child Protection Workers, Child Care Workers)
- Approve case plans, service decisions, and legal interventions in accordance with legislation and agency policy
- Support staff in safety planning, risk assessments, cultural service planning, and family engagement strategies
2. Case Oversight and Quality Assurance
- Monitor workload distribution and compliance with CYFSA timelines and documentation standards
- Review case files, assessments, and plans of care to ensure accuracy, quality, and cultural responsiveness
- Address service concerns, complaints, and internal file audit results with appropriate follow-up
3. Cultural Safety and First Nations Engagement
- Collaborate with Band Representatives, Elders, and family circles to ensure culturally grounded decision-making
- Facilitate involvement of First Nations communities in planning and case conferencing as per Bill C-92 guidelines
- Support worker capacity to deliver services that are trauma-informed, family-centred, and strength-based
4. Team Development and Accountability
- Conduct regular supervision sessions, debriefings, and performance reviews
- Identify staff training needs and support professional development in collaboration with the Learning & Development unit
- Promote a healthy, respectful, and inclusive team environment
5. Interdisciplinary Collaboration and Service Coordination
- Work closely with other agency departments (CYMS, Legal, Resources, Finance) to support integrated care
- Coordinate with legal counsel, police, health, education, and service partners for joint case planning
- Participate in multidisciplinary and inter-agency meetings as required
6. Leadership and Administration
- Contribute to program development, operational planning, and quality improvement initiatives
- Maintain up-to-date knowledge of legislative changes, policies, and community service trends
- Assist in the recruitment, orientation, and onboarding of new team members
Required Qualifications and Experience
- Bachelor of Social Work (BSW) or equivalent degree in a related human services discipline (or equivalent lived/professional experience)
- Minimum 3 years of direct experience in child welfare or family services, including frontline case management
- Prior supervisory or mentoring experience considered a strong asset
- Thorough understanding of CYFSA, Bill C-92, and First Nations child wellbeing approaches
- Excellent decision-making, interpersonal, and conflict resolution skills
Conditions of Employment

- Ability to work outside standard hours and travel to remote First Nations communities
