What You Will Do

• Lead the development, coordination, governance and continuous refinement of the CSSW Plan, aligning with TTC’s organizational goals, the City of Toronto’s SafeTO strategy, and best practices.
• Establish and lead governance structures that ensure cross-functional accountability, strategic alignment with organizational priorities, and oversight of CSSW implementation and outcomes.
• Build and maintain strategic partnerships with City divisions, social services, health agencies, and community stakeholders.
• Integrate evidence-informed, equity-based, and community-focused approaches in all aspects of CSSW planning, policy development, and oversight.
• Represent TTC at interdivisional and community safety tables (e.g. SafeTO table) to advance alignment, collaboration, and shared learning.
• Lead collaborative efforts with internal teams and external partners (including social agencies and City divisions) to assess needs, co-design initiatives, secure funding, establish metrics, and advance a safe, equitable, and inclusive transit environment.
• Monitor and evaluate the CSSW Plan using data insights, measurable outcomes, and stakeholder feedback to ensure it remains responsive, effective, and continuously improved.
• Identify risks and opportunities, adapt strategies as needed, and promote accountability across TTC departments involved in CSSW implementation.
• Provide strategic and expert advice to TTC leadership on emerging issues related to public safety and well-being.
• Prepare reports, briefings and presentations for TTC senior leadership, the Board, and external stakeholders.
• Promote a respectful work and service environment that supports diversity, inclusion, and is free from harassment and discrimination.
• Provide leadership in the development and implementation of inclusive and accessible policies, programs and/or services for employees and customers in accordance with TTC's commitments and obligations under the Ontario Human Rights Code (OHRC) and Related Orders, the Accessibility for Ontarians with Disabilities Act (AODA), and TTC's policies.

What Qualifications Do You Bring?

• Your educational background will consist of a University Degree in a relevant discipline (e.g., Community Safety, Social Development, Public Health, Public Policy, Public Administration), or a combination of education, training, and experience deemed to be equivalent.
• Your application demonstrates a minimum of 10 years of progressive experience in community safety planning or related fields, ideally within a complex public-sector, municipal, or transit environment.
• Demonstrated success in strategic planning, policy development, program governance and leading organizational change is required.
• Proven experience leading multidisciplinary teams and shaping cross-sectoral collaborations is required.
• Demonstrated lived and/or professional experience working with equity-deserving communities and applying culturally responsive, trauma-informed practices.
• In-dept knowledge of community safety frameworks (e.g., SafeTO), relevant public safety legislation (e.g., Community Safety and Policing Act, Occupational Health and Safety, Criminal Code, municipal bylaws), and risk management practices.
• Familiarity with applicable legislation, including FIPPA, the Criminal Code, and associated privacy, legal, and reporting requirements.
• Experience with collaborative, non-policing models of safety and community support is a strong asset.
• Excellent analytical and problem solving; planning, organizational and decision-making skills.
• Excellent oral and written communication and presentation skills including the ability to work with and communicate to senior management/executive leadership about projects and programs.
• Demonstrated ability to influence and motivate others; adapt quickly to new environments; and work efficiently and effectively through stressful situations. Including extensive experience motivating, directing and influencing teams across multiple operational and business areas.
• Experience establishing, building and maintaining collaborative relationships with various stakeholders for the purpose of meeting the corporate/program objectives,
• Completion of a Project Management Professional (PMP), Program Management Professional (PgMP), or equivalent certification is considered an asset.
