The Department of Municipal and Northern Relations is seeking a qualified candidate to fill the Cottage Program Manager position.

Conditions of Employment:
- Must be legally entitled to work in Canada
- Must be able to travel across Manitoba by vehicle, boat, small aircraft, all-terrain vehicle and/or winter roads with possible overnight stays as required
- Must be able to possess and maintain a valid full Class 5F Manitoba Driver's license
- Ability to work overtime, including evenings, and weekends as required
Qualifications:
Essential:
- Post-secondary education, preferably at the Bachelor level, Business Administration or Public Administration or related education. A combination of related experience and education may also be considered.
- Significant professional work experience with project management, program evaluation, policy formulation, applied research and data modelling.
- Supervisory experience including planning, coordinating, influencing, mentoring, and evaluating the work of team members in a work setting
- Financial management experience, including knowledge of budgetary processes and project finance, cost management, or developing a program or unit budget.
- Highly developed political acumen and the ability to manage politically sensitive situations through the use of diplomacy and tact
- Superior interpersonal skills with the ability to develop and maintain positive working relationships with a variety of people by building rapport and resolving conflict as required
- Excellent written communication skills including experience writing decision making documents for senior management.
- Strong verbal communication skills including the ability to make formal and informal presentations to a variety of audiences
- Knowledge of government structures, systems and decision-making processes in provincial, federal, municipal and Indigenous governments
- Knowledge of Indigenous histories and perspectives with the ability to identify and draw connections to contemporary issues and events
Duties:
The Cottage Program Manager reports to the Director of the Program and Operational Support (POS) Unit and provides strategic advice to other Northern Affairs Branch leadership. This role leads key strategic initiatives and projects, and facilitates engagement with Cottage Associations, Northern Affairs Community Councils, municipalities, the Northern Association of Community Councils, the Association of Manitoba Municipalities, Indigenous Communities, and other internal and external stakeholders. The manager is responsible for addressing current and emerging issues that may impact federal, provincial, and Indigenous governments. The manager also provides managerial, administrative, technical, consultative, research, and analytical support to the POS Director while offering direct supervision, guidance, and support to policy analysts within the Branch.
