GENERAL DESCRIPTION:
Under general supervision, the Meter Planner provides detailed planning of water meter utility operation activities. The incumbent ensures cost, quantity, and quality control of all water meter management programs, preventative maintenance programs, asset management programs, and the work of contractors, in accordance with municipal and provincial regulations.
RESPONSIBILITIES:
- Plan and coordinate water meter operations, inspections, preventative maintenance, and asset management programs.
- Prepare job plans with labour requirements and planned cost, including parts, materials, special tools, external services, and documentation.
- Utilize software to schedule and monitor Preventative Maintenance and Asset Management programs (i.e. Computerized Maintenance Management System (CMMS) and Enterprise Asset Management (EAM) System).
- Coordinate contracts and contractors for services.
- Ensure planned work adheres to municipal bylaws and engineering standards.
- Respond to public enquiries regarding water billing and water consumption issues.
- Manage required permits for the water distribution system and the provision of water service to customers.
- Perform confined space watch of co-workers, periodically, as required.
- Prepare and present detailed reports pertinent to the water meter operations and maintenance.
- Order and replace inventory as needed which may require assisting with purchasing, budgeting, and other applicable procedures.
- Adhere to and support development and revision of branch policies and procedures, ensuring compliance with occupational health and safety regulations.
- Assist with branch objectives and business and strategic plans.
- Perform other related duties as required.
QUALIFICATIONS
KNOWLEDGE, SKILLS, AND ABILITIES:
- Ability to plan and organize work schedules, projects, and resources.
- Demonstrated knowledge and understanding of the principles, processes, and requirements for planning and project management.
- Demonstrated knowledge and understanding of water distribution and supply, water meters, and related municipal bylaws and permitting, general knowledge of plumbing, and safety standards.
- Proven ability to read and interpret infrastructure blueprints, contracts, engineering plans, provincial legislation, environmental standards, and specifications.
- Mathematical skills relating to water meter utility operation activities such as calculating water volumes required for a dwelling to determine appropriate meter sizing, and for identifying water pressure and consumption issues.
- Ability to work independently with minimal supervision and to effectively prioritize and schedule work to meet deadlines and to minimize disruption to residents.
- Proficient in various Microsoft Office applications (Word, Excel, Outlook) and computerized maintenance management systems.
- Ability to investigate, troubleshoot, identify water quality issues and determine and advise on best path forward.
- Ability to communicate respectfully with co-workers and external clients such as residents and business owners.
- Proven ability to formalize, prepare, and present technical reports.
- Proven ability to understand, interpret, and apply knowledge of occupational hazards and safety precautions.
EDUCATION AND EXPERIENCE:
- Certificate or certification in maintenance planning or related technical program* is required (e.g., Maintenance Management Professional (MMP), Asset Management Professional (AMP), Asset Planning and Management (APM), Maintenance Planning Specialist (MPS)). *Program duration must exceed six (6) months.
- Three (3) years of related work experience with a water distribution system.
- Must obtain and maintain Alberta Environment and Parks (“AEP”) Water Distribution Level II certification within three (3) years of hire date.
- AEP certification in Water Distribution Level II at time of hire is preferred.
OTHER REQUIREMENTS:
- Submission of a Criminal Record Check
- A valid Class Five (5) Operator’s Licence is required as incumbent may be required to operate a personal or municipal vehicle for business use on a regular basis.
