Job Summary

Are you ready to shape the future of urban mobility in one of the world’s most dynamic cities? Reporting to the Director of Enforcement & Street Management, the Manager of Traffic Operations (On-Street Management) will be at the forefront of Toronto’s efforts to keep its streets safe, efficient, and moving. You will lead the Traffic Agents and School Crossing Guard programs to improve traffic flow and safety. You’ll champion innovative solutions that ensure every road user, pedestrian, cyclist, motorist, and transit rider—can navigate the city with confidence and ease.

What can you expect to do?

As Manager of Traffic Operations, you’ll be the driving force behind two of Toronto’s most vital public safety programs. The Traffic Agents initiative and the School Crossing Guard program. You’ll oversee recruitment, training, and deployment of traffic agents who support congestion management, Vision Zero safety goals, and construction zone coordination. At the same time, you’ll lead the team managing over 800 school crossing guard locations across the city, ensuring children and families travel safely every day.

You’ll shape policy and develop strategic plans that elevate traffic operations citywide. With a strong focus on leadership, you’ll inspire and guide your team, fostering a culture of collaboration, innovation, and continuous improvement. You’ll manage day-to-day operations, oversee scheduling and performance, and ensure high standards of service delivery.

Budgeting and resource management will be key, as you’ll develop and administer the unit’s annual budget, keeping expenditures aligned with strategic goals. You’ll also champion consistency and efficiency by creating policies and standard practices, and by working across divisions to promote cooperation and smart resource use.

Your expertise will help solve complex traffic challenges from pedestrian safety and school zone conflicts to congestion, transit flow, parking, and construction coordination. You’ll engage with community groups, elected officials, and partner agencies, building strong relationships through consultation, public meetings, and clear communication.

Finally, you’ll help shape the long-term vision of the unit, contributing to change management initiatives and standardized practices. You’ll prepare reports and correspondence for City Council, committees, and public inquiries, and represent Transportation Services at community and public meetings, making your mark on the future of Toronto’s streets.

Key Qualifications

  • Completed post-secondary education/training pertinent to the job function (Engineer preferred) or equivalent combination of education and experience.
  • Extensive experience in project and contract management, including leading complex initiatives, preparing tender documents, awarding and monitoring contracts.
  • Extensive experience in Transportation Services related traffic operations and activities including report writing, public speaking, and stakeholder management.
  • Proven leadership and management experience in progressively responsible roles including: leading diverse teams in fast paced environments, driving change, and managing partner relationships within unionized environments, the public, and Council.
  • Experience effectively supporting, guiding and providing advice to senior leadership.
  • Knowledge of relevant legislation, including the Highway Traffic Act, Provincial Offences Act, and Occupational Health and Safety Act, particularly as they pertain to traffic enforcement technologies.
  • Knowledge of accounting principles, financial management, and entrepreneurial business practices.
  • Ability to lead change within a complex organization, and ability to manage diverse stakeholder needs and interests and build effective relationships within a unionized environment.
  • Excellent strategic and lateral thinking skills, in combination with strong analytical, technical and planning skills.
