Looking for a new and exciting job opportunity? We are looking for a Manager, Quality Program to join our Light Rail Transit Operatons Team!

What You Will Do

Reporting to the Director, Operations & Performance, you will be responsible for the development, implementation and management of all aspects of the Light Rail Transit (LRT) Quality Management System, ensuring that all quality audits required under the Quality Documentation are conducted, and findings reported to Metrolinx.

This involves the following:

  • Manage and direct the quality functions and activities related to the LRT Quality Management System deliverables and ongoing operations.
  • Develop, implement and maintain TTC’s LRT Quality Management System, including the quality function and the strategy for implementation by functional management.
  • Act as a subject matter expert in support of developing performance measurement, continual improvement initiatives, quality management and legislative compliance in alignment with TTC’s LRT Quality Management System.
  • Enforce quality management policies and procedures across the LRT Operations and relevant Departments.
  • Oversee the vendor/supplier evaluation process as appropriate for LRT Operations.
  • Represent the department externally with Metrolinx, vendors, ProjectCo, and regulatory agencies.
  • Champion the application of quality management principles within the TTC through training, team facilitation, communication programs and team building activities.
  • Ensure that a trained pool of cross-functional employees exists to support Quality audit activities.
  • Establish and maintain QA compliance objectives, monitor and analyze data and charts against defined performance parameters and producing statistical reports including developing trending for quality KPIs to drive operational improvements.
  • Establish and maintain Quality Audit Plans and coordinate audits of key processes with the relevant internal and external parties.
  • Audit and report on the status and compliance with the LRT Quality Management System.
  • Coordinate and participate in Independent Quality Audits with independent quality auditor, Metrolinx quality auditors and internal stakeholders.
  • Lead, on behalf of the TTC, Surveillance Quality Audits conducted by Metrolinx.
  • Ensure that all Quality Audits required under the Quality Documentation are conducted, and report findings to Metrolinx, including the initiation of non-conformances for items to be resolved.
  • Coordinate all activities that demonstrate to Metrolinx and HMQ Entities that the TTC’s LRT Quality Management System meets the requirements of Appendix 3 (Quality & Performance Management) of the contract.
  • Prepare and submit to Metrolinx, upon request, LRT Quality Management System reports.

What Qualifications Do You Bring

  • Completion of a university degree in Business, Quality, Engineering, Industrial Technology, Management, or a related discipline. A combination of education, training, and experience deemed equivalent will also be considered.
  • Extensive, directly related experience in Quality Management, including:Documentation and process design techniques, Process improvement methodologies, Document management systems.
  • Advanced knowledge in developing, implementing, and managing Quality Management Systems (QMS), particularly those based on ISO 9000 and ISO 9001 standards.
  • Proficiency in quality assurance, quality control, system audits, continual improvement processes, and project management practices.
  • Familiarity with recognized quality improvement methodologies and standards such as: National Quality Institute Excellence Program, Quality Assurance Guidelines, Quality Management Systems Lead Auditor Program, Lean Six Sigma principles or equivalent.
  • Demonstrated ability to interpret and understand contractual documents, including Operating & Maintenance Agreements and Project Agreements.
  • Excellent interpersonal, presentation, and communication skills (both verbal and written).
  • Skilled in using computers and relevant software applications, including: Microsoft Office Suite, Arena QMS, Qualio or similar platforms.
