Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.


Position Overview

The Manager Provincial Emergency Response & Recovery will:

  • Facilitate health system response and recovery from events that threaten continuity of health services delivery. These events include natural disasters such as extreme weather and flooding, environmental and public health emergencies, mass casualty incidents, cyber threats, and critical infrastructure failures.
  • Provide emergency management expertise and guidance to Shared Health provincial services and the health authorities in Manitoba.
  • Lead multi-sectorial health emergency management coordination tables.
  • Assist the Emergency and Continuity Management (ECM) team in developing all hazard emergency response plans, standard operating procedures and guidelines for ECM operations and response coordination, training, projects and business continuity/recovery plans.
  • Mentor members of the Shared Health ECM team.
  • Conduct provincial risk and vulnerability assessment activities to inform provincial planning priorities.
  • Implement provincial ECM guidelines and supporting knowledge products to inform emergency response and business continuity planning activity province wide.
  • Facilitate the design and maintenance of emergency response plans and supporting knowledge products for Shared Health provincial services.
  • Design and deliver provincial emergency management exercises and drills for Shared Health and provincial health emergency management stakeholders.
  • Evaluate ECM activities consistent with provincial, national and international standards using key performance indicators.
  • Develop strategies to support short-term and long-term priorities for recovery of functions, services, resources, facilities, programs, and infrastructure.
  • Lead the ECM team in the role of Incident Director during activated Provincial Incident Command responses and recovery efforts.
  • Develop reference documents and maintain technologies used to support emergency management response and recovery activities.
  • Perform any other duties consistent with the classification, as required.

Experience

  • 5 years of experience working within a large and complex multi-enterprise operation preferably within a health services setting, including a minimum of 2 years of experience in:
    • Leading and coordinating emergency management education and exercise programs and engaging in preparedness, response, recovery, prevention and mitigation activities.
    • Responding to emergency events applying recognized emergency management processes, structures and standards.
    • Engaging internal/external stakeholders in government and non-government organizations at all organizational levels.
    • Assessing potential risks and vulnerabilities and identifying mitigation strategies.
    • Project management, including planning, risk assessment, tracking timelines and resources and communicating project status and outcomes.

Education (Degree/Diploma/Certificate)

  • Post-secondary degree in a relevant discipline from an accredited education institution.
  • Training in emergency management and Incident Command Systems (ICS) is required.
  • An equivalent combination of education and experience may be considered.

Certification/Licensure/Registration

  • International Association of Emergency Managers (IAEM) Canada, Associate Emergency. Manager (AEM) or Certified Emergency Manager (CEM) designation(s) and a business continuity management designation such as DRI Canada Association Business Continuity Professional (ABCP) are assets.

Qualifications and Skills

  • Demonstrated staff level leadership capabilities. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.
  • Capacity to maintain focus and be responsive and effective in stressful emergency/high pressure situations.
  • Able to adapt to unforeseen changes in schedule interruptions.
  • Proficient in Microsoft Office Suite including Word, Outlook, PowerPoint, Excel and specific emergency management software including GIS applications, with the ability to coach team members on their use.

Physical Requirements

  • This position is required to be on call on a rotation.
  • Must be able to respond to emergencies during scheduled work hours and outside normal work hours.
  • Must be able to work safely in a typical computerized office environment with frequent meetings, and to lift and carry items of up to approximately 10 kg.
  • Interruptions to respond to questions are common; dedicated and focused time for planning and concentration can be scheduled.
  • Must have a valid Class 5 Manitoba driver’s license and use of a personal motor vehicle for regular travel within the province.
