The Township of Springwater, located in the heart of Simcoe County, is a mixed urban/rural municipality with growing urban settlements and a prosperous agricultural sector. The municipality is currently recruiting for a permanent, full-time position of Manager, Parks and Facilities.
The Manager, Parks and Facilities is responsible for the overall planning, operation, and maintenance of Township parks, greenspaces, trails, playgrounds, and municipal facilities, including the Elmvale Arena. This role ensures safe, high-quality public spaces and buildings that support community use, recreation programming, and municipal operations. The Manager leads a team dedicated to maintaining facility operations and contributes to the long-term sustainability of municipal assets through strategic asset management and capital planning initiatives.

Position Responsibilities
The usual responsibilities of the position are:
- Oversees maintenance, custodial care, and mechanical systems for over 20 municipal buildings, including Elmvale Arena, community halls, and the Township's Administration Building and Council Chambers. Develops and implements preventative maintenance schedules while ensuring compliance with health and safety standards.
- Manages the upkeep of 45 park parcels (126.6 hectares) covering sports fields, playgrounds, trails, and greenspaces. Responsible for turf management, horticulture, seasonal maintenance, and playground safety inspections.
- Leads facility condition assessments and supports long-range capital planning. Prepares recommendations and detailed reports for repairs, upgrades, and new capital projects. Involved in the tendering process and managing vendor relationships.
- Directly supervises 2 staff and oversees 12 indirect reports. Provides leadership in scheduling, training, and performance management, ensuring the team's proficiency in both indoor ice facility operations and outdoor facility maintenance.
- Develops and manages the annual operating budget for parks and facilities. Monitors expenditures and contractual obligations and prepares reports and presentations for the Township Council and senior leadership.
- Acts as the primary contact for public inquiries and service requests related to parks and facilities. Coordinates with other divisions and departments to support the rental and programming services for the Township’s spaces, ensuring a high level of community satisfaction.
Qualifications and Experience
- Successful completion of a university degree in Recreation and Leisure Services, Facility Management, Public Administration, Engineering Technology, or a related field.
- Minimum of 5 years of progressive experience in parks or facility operations.
- Demonstrated supervisory experience is required.
- Prior experience managing multi-use municipal facilities, including specialized facilities such as ice arenas is required.
- In-depth understanding of facility maintenance standards, including HVAC, electrical, and plumbing systems.
- Ability to interpret facility condition assessments and develop effective capital plans.
- Excellent organizational, time-management, and communication skills.
- Proven capability in budgeting, financial management, and contract oversight.
- Strong leadership, customer service, and problem-solving skills.
- A Valid Class G driver’s license in good standing with a satisfactory driving record; travel between offsite locations may be required.
- Due to the responsibilities of the position, a police information check satisfactory to the Township of Springwater is required.
Rate of Pay
The Township of Springwater offers a competitive salary and a comprehensive employee benefit plan, including participation in the OMERS pension plan for this position. Compensation for this position is currently $101,311.93 to $113,457.91 per annum (2025 rate).
Hours of Work
This position will work 35 hours per week; however, occasional hours outside of normal business hours, including attendance at evening meetings, will be required.
