Our team

Mental Wellness and Substance Use Services (MWSUS) branch provides a breadth of services for individuals living with mental health and substance use issues. Through five managerial branches, MWSUS supports clients through Integrated and Intensive Services, Outpatient Counselling, services to Yukon Communities, Health Services and Forensic therapeutic services. MWSUS works collaboratively internally and with all government, community and family partners to provide Yukoners with accessible, culturally relevant and person-centered care.

Your role

The Manager of Counselling Services is responsible for providing support and oversight to the Outpatient Counselling Team and the Child, Youth and Family Treatment Team. The Manager provides a variety of public administration and clinical expertise to guide an experienced team of social workers, counsellors, outreach supports, child and youth workers and nurses to provide outpatient mental health and substance use services for Yukoners and their families over the age of 6.

The Manager supports the development and maintenance of high-quality, evidence based mental wellness and substance use services. The Manager is responsible for supporting the team through a mix of clinical, human resource, financial, strategic and employee engagement supports.

Essential qualifications

Please submit your resume clearly demonstrating how you meet the qualifications below. Selections for further consideration will be based solely on the information you provide in your resume.

  • A degree in a related field, Clinical Counselling, Psychology or Social Work, A Masters degree in a related field may be considered an asset.
  • Significant experience providing counselling to adults, children and families living with mental health and/or substance use issues.
  • Significant experience managing an outpatient clinical counselling and clinical social work team providing assessment, individual and group therapy.
  • Experience managing, developing and administering funding agreements with non-government partners,
  • Experience developing and managing budgets and contracts,
  • Significant experience working with Human Resources and managing human resource related issues,
  • Experience building partnerships and collaborating with First Nation Governments and/or other partners.

Desired knowledge, skills and suitability

Candidates will be expected to demonstrate their competence to the standard set by the Yukon Government Core competencies Framework as well as the following:

  • An understanding of mental wellness and substance use program delivery,
  • Strong quality improvement experience, including excellent analytical skills; ability to approach problems/projects using a logical, systematic, and sequential approach,
  • Familiarity with Clinical Supervision in Counselling Psychology and Social Work professions. Excellent written and oral communication skills,
  • Experience providing managerial support to supervisors, counsellors, social workers and allied health professionals.
  • Strong organizational and time management skills,
  • Strong understanding of issues and opportunities that impact health services,
  • Experience thinking strategically in a government organization.
  • Skilled in influencing others and developing people, through modelling, coaching, and fostering learning and development.
  • Ability to oversee budgets, funding allocations, and financial reporting, including external contracts and agreements
  • Experience leading teams through change and innovation
  • Ability to create a client-focused culture to provide a high level of public health care service.

Job requirements

This job requires you to perform, and/or be exposed to, the following:

  • Incumbent will spend majority time in an office environment,
  • Occasional work outside of regular hours,
  • Travel to communities in the Yukon as needed and travel outside the territory for conferences and meetings 1-3 trips per year for 4 days per trip, and
  • Handles complaints from the public, family members and persons receiving services.
