Office Location: Fort St John or Dawson Creek
Salary: $91,036.23 - $103,922.02 – Permanent Full-Time, based on a 35-hour work week.
An additional 10.75% Job Family Market Multiplier will be added to the posted salary.
An additional 3% Location Allowance will be added to posted salary for northern location.
About the Job:
The Manager, First Nations Liaison (the Manager) represents the BCER and supports/protects Crown interests and obligations through collaborative relationships with First Nations.
Reporting to the Director, First Nations Consultation, this position oversees and undertakes consultation with First Nations on complex applications and supports the development of collaborative consultation approaches with First Nations with respect to oil, gas, and pipeline project proposals. As a key member of the program area, the Manager works in a complex environment which is often under political and public scrutiny while providing expertise both internally as well as externally. Leading a small team this position also provides leadership and advice to BCER staff to support the statutory decision-making process within the Permitting and Authorizations department.

Accountabilities:
Oversees and directly undertakes the consultation with First Nations for complex applications.
Ensures appropriate record keeping and documentation with regard to First Nations consultation.
Leads consultation staff as they undertake processes with First Nations and corporate representatives to facilitate development of collaborative approaches with First Nations, corporate investors and the Crown in respect to oil, gas and pipeline project proposals affecting Crown Lands with First Nations interests.
Leads development/drafting of advice and recommendations to Statutory Decision Makers on potential impacts of proposed activities to First Nations rights and title, and associated mitigation or accommodation options.
Briefs senior management and executive on key issues; identifies solutions to complex problems that have cross agency implications for a wide variety of sensitive issues.
Participates in a variety of regional and provincial multi-agency committees regarding First Nations consultation, engagement, and relationships.
Leads and supports consultative processes with First Nations and corporate representatives to facilitate collaborative development of terms and conditions acceptable to First Nations, corporate investors and the Crown in respect to oil, gas and pipeline project proposals affecting Crown Lands with First Nations interests.
Develops and maintains working relationships with First Nations and industry representatives to facilitate the on-going identification and resolution of their respective concerns affecting substantive and sensitive issues that influence the BCER’s business objectives.
Provides advice and direction to BCER management and staff regarding First Nations issues and concerns and participates in planning processes for their resolution.
May provide supervision of Consultation Advisors and First Nations Consultation Assistants.
Education & Experience Requirements:
Education:
Bachelor’s Degree in a relevant field such as Environmental, Land Use Management, Natural Resource Management, and four years of directly related experience.
Technical Diploma in a relevant field, such as Environmental, Land Use Management, Natural Resource Management and five years directly related experience; or
An equivalent combination of post-secondary education and training, courses, and directly related experience will be considered to reflect a diversity of learning experience.
Experience:
Proven project management and policy development experience related to environmental or natural resource management;
Experience building productive and collaborative partnerships and relationships with First Nations;
Experience with project management including research and policy and program development;
Proven experience leading, or participating in facilitations and conflict resolution with First Nation communities or stakeholders, and government;
Experience working and dealing with a wide range of resource users such as government, industry, special interest groups and the public;
Proven experience working in an environment or situations which are the subject of both political and public interest;
Experience managing multiple projects and assignments under pressure and with critical timeline constraints; and
Preference may be given to those with experience in the oil and gas industry as it relates to First Nations issues.
