Job Summary
Under the direction of the Chief Financial Officer (CFO), the Finance Manager is responsible for the accounting operations of Mushuau Innu First nations("MIFN"). The purpose of this position is to perform and oversee the primary accounting functions in accordance with generally accepted accounting principles, working within the accounting, budgeting, and financial reporting policies and practices while ensuring effective control over financial transactions.

This position is based at MIFN's Finance Office in Happy Valley-Goose Bay, NL with occasional travel to the community of Natuashish as required. The ideal candidate will be responsible for overseeing the financial health of the organization, ensuring effective risk management, and driving business development initiatives. This role requires strong leadership abilities and a deep understanding of First Nations finance principles, budgeting, and financial services.

Responsibilities

• Assist the Chief Financial Officer (CFO) by providing input and carrying out strategic and operational planning activities for the Finance Department.
• Assist the CFO to identify and assess financial risks and develop appropriate management and mitigation plans.
• Provide input into establishing a governance model to oversee financial strategies and plans, as requested.
• Provide input into and monitor key financial performance indicators to measure effectiveness of strategies and plans.

Financial Management:

• Participate in implementing sound financial operations, systems, and procedures aligned with Generally Accepted Accounting Principles (GAAP).
• Perform monthly reconciliations of bank accounts, credit card statements and manage other bank reconciliation duties.
• Ensure transactions are coded to the correct department, funding source, and project.
• Ensure that payroll is processed, payables are paid, and receivables are collected in a timely manner.
• Assist in the budgeting process, monitoring actuals against budgets and reporting issues to the CFO, COO, Department Managers, and Council.
• Assist in the preparation of timely and reliable monthly and quarterly financial reports for use by Council and the various departments.
• Ensure financial reporting and procedural compliance with all applicable federal and provincial regulations as well as with the terms and conditions of funding sources.
• Maintain, evaluate, and recommend improvements to the accounting systems to improve internal controls, efficiencies, and decision-making.
• Provide input into plans, policies, and protocols to meet the finance department’s mandate including sound documentation, record keeping and preparation of reports.

Operations:

• Manage the full cycle accounting process and maintain a system of controls over accounting transactions.
• Respond to finance-related inquiries and requests for information by both internal and external stakeholders.
• Ensure that the accounting system and records are properly maintained in accordance with Public Sector Accounting Standards.
• Monitor the purchase order (PO) process.
• Assist in the development and implementation of financial and accounting policies and procedures.
• Support the design and development of accounting records and files of new legal entities and/or departments, and the implementation of new accounting software.
• Support year-end financial procedures and coordinate the provision of information to external auditors.
• Process student and monthly rental payments.
• Prepare funding agency claims and reports within deadlines.
• As required on financial matters, liaise with other government agencies and departments, private industry business, and any other individuals, groups, or agencies operating in the community.
• Other tasks and responsibilities as may be assigned by the CFO

People Management:

• Provide direction, coaching, and supervision to finance staff using constructive and positive feedback to build skills and improve work performance.
• When required, participate in recruitment of finance positions per established processes.
• Conduct finance staff performance evaluations per established processes.
• In collaboration with human resources, ensure personnel records are maintained for all department staff.

Knowledge, Skills, and Abilities:

• Strong knowledge of general accounting principles.
• Strong knowledge of accounting software (e.g., Sage 300, AIS).
• Good knowledge of public sector accounting standards (PSAS).
• Good knowledge of key issues, legislation, policies, and procedures relating to First Nations' financial administration.
• Strong ability to establish good working relationships, both internally and with external stakeholders.
• Strong ability to maintain strict confidentiality.
• Strong verbal and written communication skills, including the ability to prepare financial reports.
• Strong ability to perform varied, complex, and diversified accounting functions related to revenues, expenditures, and cost sharing.
• Strong ability to balance a variety of ledgers, prepare weekly, monthly trial balances and reconciliations.
• Ability to manage conflict or employee performance issues using sound judgement.
• Excellent time management skills with the ability to prioritize multiple tasks to effectively organize the work schedule of finance team members.
• Strong team leadership and management skills.
• Good working knowledge of MS Office applications

Experience and Education Requirements:

• A Bachelor’s Degree in Business, Accounting, Finance or related discipline.
• A professional accounting designation is considered an asset.
• A minimum of 5 years of progressive accounting experience, with 2+ years in senior accounting or a financial management role.
• Proficient in financial accounting software (Sage 300) is considered an asset.

Other Requirements:

• Ability to successfully and periodically undergo an appropriate criminal records review and police record check is required.

Job Types: Full-time, Permanent

Pay: $41.00-$49.00 per hour
