Position Summary
The IT Manager will lead the Agency’s IT operations, ensuring systems, networks, backups, disaster recovery, and security measures support business goals through strategic planning, resource management, and effective partnerships with service providers. This role involves overseeing internal and external IT professionals, fostering a collaborative environment, and delivering reliable, secure, and cost-effective technology services.
Key Responsibilities
IT Strategy and Planning
- Develop and implement IT strategies aligned with organizational objectives.
- Assess current and future technology needs to support business growth.
- Develop IT policies, procedures, and standards.
- Perform annual audits and risk management assessments.
- Participate in the selection and evaluation of the approved Managed Services Partner.
Leadership & Management
- Manage internal and external IT professionals to deliver reliable, secure technology services.
- Provide oversight of the approved Managed Services Partner.
- Foster a collaborative work environment and encourage continuous learning and professional development.
System & Network Management
- Oversee and maintain system, network, and infrastructure operations, ensuring optimal performance and minimal downtime.
- Oversee installation, configuration, and maintenance of hardware, software, and network infrastructure.
Cybersecurity & Data Protection
- Ensure cybersecurity best practices, compliance with regulations, and effective data protection measures.
- Coordinate regular security audits and vulnerability assessments.
- Respond to IT security incidents and breaches promptly.
Support & Troubleshooting
- Act as the first response for IT helpdesk services, providing timely support and training to staff.
- Provide technical support and guidance for day-to-day IT challenges.
- Train staff on IT security, including remote and physical access control.
Budget & Vendor Management
- Manage IT budgets, assets, and vendor relationships.
- Ensure cost-effective solutions and timely procurement of IT assets.
- Evaluate and recommend new hardware, software, and technologies through competitive processes.
Project Management
- Lead IT projects, from upgrades to new technology implementation, ensuring timely and cost-effective delivery.
- Communicate project status to senior management and stakeholders.
- Implement SharePoint and ensure MS apps and enCompass Apps are managed as expected.
Documentation & Reporting
- Maintain documentation, policies, and reporting to support transparency and operational efficiency.
- Generate regular reports on IT performance, system status, and service issues for senior management.
Qualifications
- Bachelor’s degree or equivalent in Information Technology, Computer Science, or relevant studies.
- Proven experience (typically 10+ years) in an IT management or senior technical role.
- Strong knowledge of IT systems, networks, and infrastructure.
- Experience with cybersecurity best practices and data protection regulations (e.g., FOIP).
- Excellent problem-solving, analytical, and troubleshooting skills.
- Strong leadership, communication, and interpersonal skills.
Preferred Qualifications
- Technical Skills: Proficiency in Microsoft 365, Exchange 2019 Hybrid, Office Applications, Hyper-V, Windows Server 2019/2022, Veeam Backup, Windows 10/11, network printing, Active Directory, Group Policies, and Fortinet Firewall/VPN.
- Disaster Recovery and Business Continuity: Expertise in disaster recovery and business continuity planning.
- Cloud and Virtualization: Familiarity with cloud computing, virtualization, and enterprise-level software solutions.
- Project Management: Experience leading IT projects from planning to completion, ensuring timely and cost-effective delivery.
- Certifications: Industry certifications such as Microsoft 365 Certified: Associate, Cisco Certified Network Associate (CCNA), or Microsoft Certified: Windows Server.
- Data Management: Experience with databases and business intelligence tools to support IT operations and reporting.
Conditions of Employment
- Full-time (37.5 hours per week) position with occasional after-hours or weekend work as required for system maintenance or project deadlines.
- Flexible work arrangements may be available, including remote work options.
- Must be eligible for, and obtain, Government of Canada Trusted Level B / Secret II security clearance.
