Job Description:
Position Purpose summary:
The Director of Programs, in consultation with the Corps Officer, provides leadership for all programs developed to meet the needs of those served through the Midland. The incumbent ensures all aspects of the programs are maintained, reviewed, and evaluated regularly, to ensure all programs provide meaningful and relevant supports to those served.
Accountabilities:
Program Responsibilities
- Provide leadership for Thrift Stores, Community and Family Services and Supervised Access programs ensuring that ministry and program objectives are consistently met within The Salvation Army’s mission, vision, policies, as well as funder expectations and legal requirements.
- Provide direction, support, and team leadership to direct reports so that they may develop and ensure that they work together to achieve the purpose of the organization.
- Ensure that all duties are completed in accordance with the principles, standards, policies, and procedures of The Salvation Army.
- Create and foster intentional relationships with staff, clients, and community partners.
- Monitor and ensure consistency in data management systems, practices, and processes to ensure services are Mission focused as required.
- Maintain, monitor, and develop, as necessary, all aspects of program service delivery and administrative systems.
- Maintain and promote effective working relationships and communicate with government agencies, and community partners as required.
- Plan, develop and revise policies, protocols, and day-to-day operating procedures for all areas of program operations in compliance with government and TSA standards including accreditation requirements in consultation with the Corps Officer.
- Identify potential improvements to program department business workflows, additional tools, and processes to support more efficient collaboration towards stated team objectives.
- Provide direction, advice, and guidance to the program management/supervisory team on program matters to ensure program excellence through program and outcome evaluation, external consultation, continuous quality improvement and standards of ethical practice.
- Maintain confidentiality regarding all clients, staff, and program information (records and statistical data).
Human Relations:
- Responsible for the direct and indirect supervision of management/supervisory staff and non-supervisory program staff; provide direction regarding tasks or consult in assignments.
- Provide significant input into human resource decisions, including hiring, orientating, training, evaluating, recognizing, disciplining, terminating, and performance managing program staff in consultation with management/supervisory team, Corps Officer, and Human Relations in compliance with Divisional, Territorial / National standards.
- Work with the management/supervisory team to develop and implement approaches that recognize and promote program staff engagement and retention.
- Grow, develop, and coach the management/supervisory team, thus inspiring these leaders to do the same for their direct reports.
- Participate in the development of job descriptions for programs positions.
- May prepare and submit to Human Relations job postings and other related documents as required.
- Provide supervision, coaching, training and conduct annual performance review for all direct reports.
- Submit and act on incident reports, deal with staff and client complaints, advise/consult with Human Relations and Corps Officer as needed.
Administrative Duties:
- Assist in the preparation of funding proposals and prepare and submit reports, program evaluations and/or business plans, as necessary.
- Contribute to strategic planning, including implementation and reviews.
- Establish and maintain proper records and files for each program, writes progress and in-depth reports and provides information on the outcomes of the program(s).
- Process time sheets for direct reports.
- Ensure the inventory of all program equipment and supplies is maintained.
- Analyze statistical and financial data for strategic planning and funding.
- Arrange for repairs of equipment, when necessary, in consultation with Corps Officer.
- May directly manage all property, transactions and development, and inventory for the ministry unit; ensure the property is inspected and maintained, this includes buildings, grounds, equipment, furnishings, and assessing capital needs.
- Oversee the maintenance of files on property matters; may liaise with contractors to arrange quotes, work scheduling, etc. of approved repairs and projects.
Health & Safety:
- Understand and work in compliance with the Ontario Health and Safety Act (OHSA) and Regulations and abide by The Salvation Army’s health and safety policies and procedures.
- Ensure that the measures and procedures prescribed (OHSA) are carried out and that every reasonable precaution is taken for the protection of the worker and workplace.
- Identify and implement effective practices for risk management to ensure workplace safety, minimize liability, and uphold the reputation of The Salvation Army.
- Ensure that equipment, materials, and protective devises as prescribed (OHSA) are provided and maintained in good condition.
- Ensure that proper procedures are followed in the event of a workplace injury or illness and that incident investigations are conducted as applicable.
- Ensure the safety and comfort of the ministry unit by maintaining cleanliness and food safety etc.
- Participate in Health & Safety related accidents and injury investigations where necessary.
Perform other related duties as required.
WORKING CONDITIONS:
- This is a regular full time position, based on 35 hours per week.
- Flexibility in scheduling is required, schedule may vary according to requirements of responsibilities, some weekends and evening work may be required.
- The superivsor will set the hours of work and work schedule.
- Ability to lift/move up to 30 lbs. on occasliion.
- Office/local facilities/ministry unit settings.
- Travel is required for this position (20%), this is a multi-location operation, travel for meetings, inspections, etc. is required.
Please note there will be a temporary seasonal increase in hours to a maximum of 40 hours per week for a short period of time during the months of November and December and includes a ½ hour unpaid meal break where applicable.

Education, Qualifications and Certifications:
- Completed a post-secondary University Degree in Social Services of four (4) academic years or equivalent education.
- Education related to mental health would be an asset.
- Non-Violent Crisis Intervention Certification or willingness to obtain.
- Advanced computer and database skills (particularly Excel, Word, PowerPoint, Publisher, familiar with Office 365).
- Knowledge of community-based resources and experience networking with government and social service agencies.
- Valid Ontario Class “G” Driver’s License, own vehicle, and insurance is required.
Experience and Skilled Knowledge Requirements
- Minimum of five (5) years of leadership, human relations, budgetary, and supervisory experience in a specialized social services environment.
- Experience in planning and managing successful community development initiatives, particularly those involving multiagency collaboration in the non-profit sector is preferred.
Alternative combinations of education and experience may be considered.

Compensation:
The target hiring range for this position is $54,839.67 to $68,549.58 with a maximum of $82,259.50.
Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
