COMPANY BACKGROUND:

Our magnificent territory stretches from the B.C./Alberta border near the Yellowhead Pass to the plateau west of the Fraser River, southeast to the Arrow Lakes and to the upper reaches of the Columbia River. The Splatsin are the southernmost tribe of the Secwépemc Nation, the largest Interior Salish speaking First Nation in Canada.
POSITION PURPOSE:
The Director Infrastructure Services provides a unique combination of strong operational leadership and subject matter expertise and will provide strategic leadership for the planning and management of infrastructure across Splatsin territory. Our ideal candidate is a strong proponent of true reconciliation. The Director Infrastructure Services plans, directs, coordinates, implements, and evaluates all programs and activities in relation to the Infrastructure Department. Provides expert professional assistance to the Administrator and Chief and Council in areas of expertise, including civil and structural engineering, capital projects, land use planning, housing, grounds, and facilities maintenance.
JOB DUTIES AND RESPONSIBLITIES:
- Capital projects, infrastructure, and social housing development
- Building and infrastructure inspection and maintenance processes
- Oversee the overall operations and maintenance of potable water treatment systems
- Supervise staff and programs to ensure Splatsin government assets and services and the department run smoothly and efficiently.
- Develop and empower staff through the provision of direct feedback, developmental opportunities, technical direction, and encouraging staff participation whenever appropriate.
- Manage responsibly expenditure and capital projects to ensure that budgets and financial policies are followed and to ensure maximum value to the Splatsin community.
- Review and analyze departmental activities, costs, operations, and forecast data to determine progress toward stated goals and objectives.
- Develop and implement administrative and operational policies and procedures and multi-year strategic plans and yearly work-plans.
- Develop budgets for all public works programs and administer approved budgets with department managers.
- Responsible for the management of risks.
- Developments and reports on key metrics demonstrating the successful delivery of housing programs and projects. This includes maintaining an efficient, effective, and integrated approach to service delivery data collection, evidence-based best practices, and monitoring.
- Ensure the accuracy and timeliness of all Public Works Department reporting.
- Prepares detailed Briefing Notes (BN), project briefs and key issues reports for discussion
- Provide technical expertise and input to effectively capture project data, facilitate information gathering, and communicate with internal and external stakeholders.
- Negotiate and administer service agreements and other contracts.
- Maintain up to date knowledge of government and private funding initiatives that may impact Splatsin infrastructure.
- Seek new sources of revenue to sustain activities of the Department and Splatsin.
- Must be able to build and maintain strong working relationships with Indigenous Services Canada (ISC).
- Perform other related duties, as required.
POSITION REQUIREMENTS:
- Bachelor’s degree in, Public Administration, Asset Management, Project Management, or equivalent. A Civil Engineering background or Master’s degree considered a strong asset. Equivalent relevant work experience may also be considered.
- Three (3) + years of experience in managing capital projects, developing, and implementing strategic plans, policies, laws and/or bylaws, planning, and consultation processes.
- Preferable five (5) years of managerial or supervisory experience, budget management, and previous experience working within a First Nation community, or organization.
- Valid Class 5 BC Driver’s License.
- Must successfully pass a Criminal Record Check.
