Position Summary

Leq’á:mel First Nation is seeking a skilled and dedicated Capital Infrastructure Officer to lead the planning, development, and management of capital projects and municipal infrastructure services within the community.

This is a key leadership position responsible for coordinating project delivery, overseeing asset management planning, and ensuring compliance with applicable codes and standards. You will be instrumental in shaping the long-term sustainability of our community assets while aligning infrastructure initiatives with our values and strategic vision.

Key Responsibilities

Capital Project Management

  • Lead capital infrastructure projects from planning through to completion.
  • Administer contracts, track budgets, and ensure timely project milestones.
  • Evaluate proposals, negotiate contracts, and manage consultant/contractor performance.
  • Oversee inspections, deficiency corrections, and project close-outs.

Asset Management

  • Develop and implement long-range asset management strategies.
  • Maintain infrastructure asset inventories using GIS and related tools.
  • Integrate life cycle costing into infrastructure planning and investments.

Regulatory Compliance & Reporting

  • Ensure compliance with engineering standards, codes, and safety regulations.
  • Prepare funding applications, technical reports, and regulatory submissions.
  • Fulfill reporting obligations to Indigenous Services Canada (ISC), CMHC, and other agencies.

Collaboration & Stakeholder Engagement

  • Coordinate with internal departments (Operations & Maintenance, Housing, Lands, Economic Development).
  • Foster relationships with consultants, contractors, regulators, and community members.
  • Support community engagement efforts and liaise with the Chief and Council as needed.

What We’re Looking For

Key Competencies

  • Strong project management skills and experience with infrastructure initiatives.
  • Knowledge of asset management systems and long-term infrastructure planning.
  • Familiarity with relevant codes, permitting, and safety standards.
  • Exceptional communication skills, including report writing and public presentations.
  • Proven ability to manage budgets, procurement, and contractor performance.
  • Collaborative mindset and respect for First Nations governance and culture.

Qualifications

  • Degree or diploma in Project/Construction Management, Urban Planning, Public Administration, or related field.
  • 3–5 years of experience in capital project delivery, asset management, or public works.
  • PMP certification or equivalent training is an asset.
  • Experience working with First Nations communities and infrastructure funding programs.
  • Proficiency in tools such as MS Project, GIS, CAD, and asset management systems.
  • Valid Class 5 BC Driver’s License and access to transportation.
  • Must provide a recent (within 30 days) Criminal Record Check with Vulnerable Sector clearance.

Working Conditions

  • Office-based with regular site visits required.
  • Some travel and flexible hours for community events and Council meetings.
  • Ability to manage multiple deadlines and work under pressure.
