POSITION DESCRIPTION
POSITION TITLE: Business Intelligence Analyst
IMMEDIATE SUPERVISOR: Inspector of Executive Services
POSITION SUMMARY:
- Reporting to the Inspector of Executive Services, this position will be responsible for providing timely analysis and programming to support decision making at both the operational and executive level; to maintain data analysis applications and the interfaces between different systems and to support regular production of analytical reports and business intelligence tools.
MAJOR RESPONSIBILITIES:
- Analyzes existing software and data resources to monitor data quality and issue reports on performance management to facilitate staffing and service delivery needs analyses, ensuring system functionality, correctness, reliability, efficiency, accuracy and integrity of data
- Applies various statistical methods and techniques and automates processes for data collection and analysis to aid data-driven decision-making, organizational strategies and initiatives
- Responsible for supporting performance management for the police service; consults and communicates with the Manager of Information System Services (or designate) on all data extraction, manipulation, interfaces, and business tools software integration, which may affect current or future data integrity and operations of our police service systems and software
- Works with the Senior Executive and Crime Analysis teams to investigate, design and build data repositories from sources including but not limited to the Intergraph-CAD, Niche RMS, Kronos, ESRI/GIS products, SPSS (Statistical Package for Social Sciences), Communications Centre call data analysis, and Communications Centre call management software applications to address analytical requirements. Trains respective members where required
- Sets up and prepares processes to extract data and statistics for unique and isolated requests for information
- Assesses and reports on the impact of requested changes in programming when asked to develop new and/or modify existing applications
- Monitors data quality by establishing business rules, analyzing errors and exceptions, and regularly reporting on the results. Creates other reports, as identified, to assist with performance management tracking
- Performs detailed analysis including data conversion analysis, data flow modeling and business requirements collection for system integration projects. Captures and tracks issues to ensure that problems have been resolved, ensure documentation is complete, and finalize/maintain subject area design documents
- Links various data origins, like Excel spreadsheets and cloud-based data storages and converts them into valuable business insights
- Creates and maintains complete user and technical documentation/manuals for new/modified software and its integration into the Guelph Police Service technical infrastructure. Trains users and Information Systems Technicians on new and modified system developments
- Maintains current knowledge and ongoing professional development of standard computer languages, coding methods, and operational requirements, including standardized business practices. Stays up to date on technological developments within fields relevant to current and future Business Intelligence and Reporting initiatives
- Recommends improvements to streamline processes regarding data flow and data quality to improve data accuracy, usability and value
- Produces technical and business documentation, guided by statistical understanding, business context and data governance
- Effectively carries out data manipulation such as gathering, cleaning and integrating data from different sources
- Communicates in person, by phone and e-mail with outside vendors and contractors, including personnel from government agencies and external service partners to clarify information technology. Collaborates with end users, determines needs, analyzes and resolves problems, and communicates the impact to various proposals. Provides advice and guidance to users who are familiar and unfamiliar with information technology
- Writes proposals, prepares correspondence, technical user documentation and instructions for user reference. Presents advanced data findings in simple and practical ways to shareholders, including Senior Management to make evidenced-based decisions, including use of visualization, modelling and analytics

QUALIFICATIONS:
- Successful completion of a 3-year community college diploma in Information Systems, Computer Science, Business Management, Statistics or related field
- Two (2) years of previous experience in programming, analyzing large complex databases and/or project management is required
- Knowledge of DAX, M, Python, SQL, POWER BI platform is preferred
- Knowledge of system interfacing, troubleshooting, documenting and training methods required to implement and maintain interfaces with other systems
- Knowledge of operational analysis, planning and research functions, research methodologies, statistical analysis, strategic and tactical data analysis, strategic planning practices and processes, business planning, information systems, including police issues, crime analysis and the criminal justice system and courts
- Proven exemplary communication skills to assess user needs, test products and coach personnel including presentations on findings and related recommendations
- Proficiency in synthesizing complex concepts and information from a variety of sources and quick study on a breadth of topics
- Highly developed judgement and problem-solving skills are required
- Knowledge of Niche RMS and Hexagon CAD databases preferred
- Knowledge of law enforcement is preferred
