About the job
In this role, you will:- provide leadership and technical expertise in the review, planning, development, implementation and monitoring of the regional wood measurement programs
- prepare and implement operational plans for establishing scaling factors for determining accurate volumes of harvested Crown forest resources for revenue recovery and provincial reporting
- negotiate, develop, prepare and review complex agreements for delivery of regional wood measurement and licensing activities
- deal directly with internal staff and external clients to ensure delivery of wood measurement programs and resolve technical and operational issues
- develop and provide training for provincial and regional wood measurement courses and test competency of new and existing scalers
- lead planning and delivery of regional scaling audit program
- provide technical advice on the development of wood measurement policies, procedures and practices
What you bring to the team
Mandatory requirements
- The position requires the successful candidate to have a valid class G driver's licence or equivalent. The offer of employment is conditional upon the successful candidate providing proof that they have a valid driver's licence upon being hired.
- You must possess a valid Ontario Scaler's License.
Technical expertise:
- knowledge of resources management and ecological sustainability principles and practices required to organize and conduct field inspections, surveys and projects; and to provide technical advice
- ability to interpret and apply relevant legislation (e.g. Crown Forest Sustainability Act, Scaling Manual, Public Lands Act, Labour Mobility Act, Sampling Standards Manual, Scaling Audit Reference Manual, Freedom of Information and Protection of Privacy Act) to provide information; to monitor and assess compliance; and recommend laying of charges in the case of a non-compliance
- knowledge of data management standards and practices for information gathering to collect and input data, ensuring complete, accurate determination of volume and value of Crown forest resources
- knowledge of field equipment to perform field operations, such as Global Positioning System locators, hand held data collectors, vehicles, satellite phones, and wood measurement equipment
Communication and interpersonal skills:
- interpersonal, facilitation and teamwork skills to function in a team environment, mentor forest technical personnel, provide guidance and technical leadership to staff, and resolve issues or conflicting views
- communication skills to explain legislation, deliver presentations, negotiate and oversee partnerships, and participate on provincial sub-committees representing the ministry
Leadership skills:
- leadership skills to provide operational direction to regional wood measurement technical staff
- ability to participate in training development, mentor forest technical personnel, and effectively relay information
Project management and planning skills:
- knowledge of budgeting, estimating and procurement, as well as work plan procedures to track project expenditures and to provide information about required funding
- planning, project management and organizational skills to lead operational work program planning, coordinate/implement programs and develop long range plans
Analytical skills:
- analytical, investigation, and observation skills to conduct audits, identify trends, report on findings, make recommendations, track wood measurement information
- thoroughness and attention to detail to collect information, prepare documentation, write detailed/accurate reports, and perform audits/program reviews
Computer proficiency:
- ability to use personal computers/software including word processing, database (e.g. Timber Resources Evaluation System, Registration), email, internet and spreadsheet applications to prepare correspondence and reports, search for information, input and retrieve data, and track expenditures
