Job Description

POSITION SUMMARY

The Supervisor, Transit Operations is responsible for planning the day to day operations and scheduling of the specialized bus services, and for monitoring the day to day service and respective issues with the County’s contractor of the conventional and specialized transit service. Responsible for assisting in the design and implementation of additional routes, schedules, related infrastructure requirements and transit technologies throughout the County of Simcoe. The Supervisor, Transit Operations will monitor the implementation of the contract with the contract provider for compliance including all performance standards and will work with local municipal transit system operators to ensure the coordination of services.

DUTIES AND RESPONSIBILITIES (not listed in order of priority)

1. Responsible for planning the day to day operations and scheduling of the specialized transit services.

2. Responsible for monitoring the day to day service and respective issues with the County’s contractor of the convention and specialized transit service.

3. Administer the provisions of the operations and maintenance contract that apply to the County’s conventional and specialized public transit service and ensure the contractor(s) is/are in compliance with all requirements of the contract including all performance standards. Where a contractor is found not to be in compliance, bring such non-complianceissues to the attention of the contractor and work with the contractor to achieve compliance.

4. Prepare contract compliance reports including all performance standards measurements for the Manager of Transit. Calculate payment reductions if applicable and monthly contract payments for the Manager of Transit.

5. Investigate short and long-range public transit needs including developing transit routes, schedules, service timing, hours of operation, fare structure, detours and special transit services. Implement service coordination initiatives with local transit agencies, intercity bus agencies and GO Transit. Prepare recommendations for approval of the Manager of Transit.

6. Develop and document policies and procedures relating to the County’s conventional and specialized public transit service for approval of the Manager of Transit. Update such policies and procedures regularly and ensure contractor(s) compliance.

7. Receive and evaluate eligibility applications and recommend approval for specialized transit service. Maintain up to date list of client data bases for specialized transit service.

8. Assist with the development of an annual business plan and actionplan to achieve desired results including regular evaluation of targets and outcomes.

9. Make recommendations to the Manager of Transit with regard to the operations of County transit system for budget development process, including bothcapital and operating, ensuring that all budget recommendations are consistent with the requirements to meet operating standards and demonstrate optimum cost-benefit relationships.

10. Receive, investigate and track all customer complaints maintain statistics relating to complaints and commendations. Ensure remedial action is taken by the County or the contractor as appropriate.

11. Monitor the collection and processing of fare box revenues. Administer the smart cardand/or transit pass programs. Ensure the electronic fare box system is functioning properly on the buses, with other departments and contractor as required. Make recommendations to update software as necessary and run reports.

12. Oversee the operation of various transit technologies including but not limited to next bus arrival systems, next stop announcement system, automated passenger counting equipment and security systems. Program electronic destination signs and other specializedsoftware relating to public transit. Ensure data bases are up to date.

13. Perform studies and prepare reports including ridership data and system performance for conventional and specialized transit services.

14. Investigate, review and approve the location of bus stops, transit shelters and benches throughout the County of Simcoe. Maintain an inventory of all bus stops, including transit shelters, benches and standing areas.

15. Monitor and respond to operational activities including preparing customer service alerts and service disruptions notices.

16. Provide broad leadership to internal and external partners engaged in the transit system. Coordinate and/or negotiate with County departments, local municipalities, other levels of government, contractors, outside agencies and groups regarding provision of transit services.

17. Assist the Manager of Transit and County support staff to develop and implement shortandlong term marketing strategies including ride guides and web applications.

18. Develop and maintain communication networks for awareness and education including travel training for public transit services.

19. Ensurethat the public relations policies designed to engender a positive image for Simcoe County and good relations with customers and the public is maintained via the contract.

20. Assist in the recruitment, evaluation, discipline, and performance management of personnel. Determine training and development needs of staff and provide access to additional training as needed.

21. Perform other duties as assigned.

22. Comply and ensure adherence to all provincial and county occupational health and safety legislation, Acts, Regulations, policies and procedures.

23. Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act.

EDUCATION, TECHNICAL SKILLS AND CERTIFICATION

  • College education Civil Engineering or Transportation Technology or related diploma and or significant experience in Transit Planning and operations.
  • Ability to dealeffectively with the public, customers and municipal councils.
  • Computer literacy utilizing the Microsoft Office Suite (Word, Excel, Access), knowledge of transit scheduling software, transit specific software including electronic destination sign programming, Knowledge of applicable legislation, in particular the Accessibility for Ontarians with Disabilities Act, and policies and procedures used in the delivery of public transit services.
  • General knowledge of medical disabilities/restrictions and the resulting impact on meeting eligibility requirements for specialized transit service.
  • Knowledge of electronic farebox administration system, GIS and AVL systems .
  • Good publicrelations and communications skills.
  • Demonstrated ability to work independently and as part of a team.
  • A valid G class Driver’s License with access to a reliable vehicle to use for corporate business.

EXPERIENCE

  • Five (5) years progressive experience in public transit, labour relations, budget development, supervision and operations.

EFFORT

  • Visual and mental effort required when preparing reports, interpreting data, etc.

WORKING CONDITIONS

  • Regular office environment the majority of the time.
  • Required to inspect Buses at work and operational buildings and yards
  • Frequent travel within Simcoe County
