Position Summary
Reporting to the Executive Director, Financial & Business Services, the Manager of Strategy and Performance is responsible for anticipating future trends and leading long-term planning efforts for the County, in close collaboration with the CAO and Executive Leadership Team (ELT). This role requires balancing stakeholder and public needs with fiscal realities, timelines, and resource constraints.
The Manager is accountable for driving and enabling the design, development, implementation, and monitoring/reporting of the County’s strategic priorities, special projects, and other corporate initiatives assigned by ELT. The Manager will collaborate with Business Intelligence and Analytics, and lead and oversee Strategic Management and Corporate Performance, and Service Design, ensuring alignment with organizational goals.
As a member of the Management Leadership Team (MLT), the Manager actively participates in decision-making related to corporate and departmental programs, policies, and operations. The Manager is responsible for collaborating and coordinating with all levels of County management to ensure corporate strategies and key corporate projects and initiatives are in place to implement the Council Strategic Goals in a measured manner with clear outcomes that reflect the corporate service plan.
The Manager, both as an individual and as part of the broader leadership team, is expected to act as a key agent of the CAO, championing and executing the priorities and direction set by the CAO and ELT.
Core Accountabilities
A dynamic functioning leader, the primary obligation of the Manager is to the strategy, priorities and direction of the County. This working level Manager leads and supports the Strategy and Performance team (comprised of professional staff) in the delivery of their duties which are aligned with the corporate objectives.
Business Intelligence and Analytics
- Facilitate quality information gathering, integration and sharing.
- Conduct business-specific research, business intelligence and analytics in accordance with corporate policies and standards
- Connect analytics and business intelligence to business strategy and risk mitigation.
- Lead the development of departmental and branch strategies and business plans in alignment with the County’s strategic planning framework and corporate priorities.
- Collaborate with divisions and departments to ensure strategic and operational plans align with the Corporate Strategic Plan, Council direction, and other organization-wide strategies, including integration with the capital and operating budget process.
- Support corporate and departmental leadership in implementing corporate strategy, including the identification and management of risks, performance measures, analytics, and evaluation of programs and services.
- Provide input into the development and enhancement of corporate planning methodologies, tools, templates, and performance frameworks to support continuous improvement and accountability.
- Ensure frontline services and operational delivery reflect strategic objectives and contribute to the County’s vision and service excellence standards.
- Facilitate the integration of corporate strategy into departmental policies and initiatives, ensuring alignment and coordination across the organization.
- Promote a performance-driven and outcomes-focused culture by fostering accountability, innovation, transparency, and continuous improvement across strategic initiatives.
- Lead and support change management and cross-functional collaboration efforts to advance corporate priorities and strategic initiatives effectively.
- Identify and proactively manage strategic and operational risks to ensure effective execution and long-term sustainability of County services.
- Develop implementation plans to advance service design initiatives in the department and achieve the County’s goals.
- Ensure alignment with related corporate frameworks, systems and processes through a customer-centric approach, test/prototype solutions and continually improve design of services.
- Lead implementation within divisions and departments with support as needed.
- Support development of meaningful operational performance measures.
- Evaluate and report on effectiveness of improvements.
- Participate in all short- and long-term financial planning processes, ensuring continued improvement in all facets of the Department’s financial affairs.
- Ensure effective financial planning and expenditure controls are in place and is accountable for fiscal responsibility, efficiency, and restraint, while maintaining integrity and effectiveness in all aspects of administration for programs and services of responsibility.
- Participates in the preparation of annual budgets for operating and capital programs as well as staffing budgets in accordance with guidance from the Executive Director pursuant to the Municipal Government Act.
- Monitor and provide updates to the Executive Director on the operating and capital budgets; and report on variances between budgeted and actual expenditures.
- Provide technical guidance, coaching and mentoring. Promote, build and support employee’s professional development, expertise, performance, onboarding, and succession planning, providing subordinates with achievable goals and resources.
- Demonstrate leadership skills, team building, conflict resolution, business/technical writing skills, coaching and mentoring abilities in addition to time management, organizational, problem solving and decision-making abilities.
- Establish and maintain a high level of employee performance within the Strategy & Performance team through effective recruitment and selection, engagement, mentoring and coaching, performance management and discipline including employee termination.
- Participate in the management of employee relations, provide input on personnel requirements, employee performance feedback, and input on performance reviews.
- Resolve issues expeditiously and ensure that employee resources are in place and utilized effectively to meet the service delivery standards of the County.
- Manage operational area with an emphasis on efficiency, accuracy, quality and safety to ensure superior level of customer services.
- Plan, develop, organize, prioritize, implement, evaluate, and direct department workflow, ensuring the fulfillment of project assignments within budget, with quality, and on schedule.
- Ensure workers have a clear understanding of their role and responsibilities relating to RVC’s health and safety program and in the Alberta OHS Act Regulation and Code.
- Ensure that all the operations under their supervision adhere to the requirements of the County’s OHS Program.
- Safeguard all RVC work areas from harassment, discrimination, and violence.
- Actively participate during County emergency response situations.
- Act as on behalf of the Executive Director as needed.
Bachelor’s degree in a related field, supplemented by a minimum of 10 years of progressive leadership experience in complex organizations, with a focus on strategic management, risk management, business planning, corporate performance, or related areas. Additional training in policy development, public administration, government relations, project management, or change management is considered an asset. Equivalent combinations of education and experience may be considered.
