Your Opportunity
The Director, Strategic Enrolment Management (DSEM) provides strategic leadership for the College in all areas related to SEM, including the development, implementation and ongoing support to the institution’s strategic enrolment management plan. The DSEM oversees domestic and international student recruitment and advising strategies and activities and supports a consistent approach to SEM data collection and analysis.
The DSEM is leader at Okanagan College and is a full member of both Provost Council and Enrolment Council, working collaboratively with program Deans on program planning, enrolment planning and integrated resource planning, and with the Registrar and other leaders on institutional priorities.
As a member of the Leadership Council and working closely with all Deans and Directors, the DSEM is accountable to lead initiatives that enhance and grow the College’s understanding and effectiveness of SEM, including those associated with data analysis and business intelligence. The DSEM actively participates in the College’s digital strategy plans and implementation, with a focus on student, alumni, and employee experience.
The DSEM is responsible for developing and maintaining effective working relationships with internal and external groups, including Okanagan College instructional portfolios, campuses and administrative departments, Deans and Directors at other institutions, provincial committees, external agencies, and professional associations.

Functions and Duties

Strategic Enrolment Management planning and leadership
  • Provides institutional leadership to create, implement, and sustain the College’s SEM plan. The SEM plan reflects OC’s commitments as outlined in Inspire and will inform and be informed by the Integrated Resource Planning process, demonstrating alignment to the College’s mission, goals, and ethical practices.
  • Facilitates the required internal governance structures and working groups established to forecast portfolio targets and achieve enrolment results. This includes providing support to the Enrolment Council, Provost Council and working groups that support student recruitment and retention.
  • Oversees necessary and regular SEM data collection and reporting, is accountable to deliver updated reports to College leadership as required.
  • Manages, coaches and develops the College’s capacity to align workplans to the SEM plan, building awareness and understanding of SEM across program portfolios and corporate departments.
  • Provides strategic thinking to College leadership on new initiatives and current processes, with a focus on alignment to SEM deliverables.
  • Provides data and facilitates discussion with each portfolio as part of planning and forecasting trends around the Integrated Resource Plan.
  • Identifies, develops and supports strong, integrated College policy and procedures related to strategic enrolment management. Works closely with Finance to ensure SEM planning is interpreted into the overall financial plan of the institution.


Domestic and International Student Recruitment, Enrolment Management
  • Champions and supports an integrated approach to SEM to maximize the effectiveness of recruitment, applicant support, retention, general student experience, and successful completion of programs and courses.
  • Ensures culturally responsive, inclusive, respectful, and equitable practices in recruitment and admissions, and in the application of policies and procedures.
  • Oversees student recruitment for the College, working with portfolio Deans and the Director, Continuing Studies to understand programming opportunities and inform marketing strategies.
  • Working with the Registrar, Dean of Students and Dean, Community Engagement and Careers, prioritizes consistent support and experience for applicants, students and alumni.
  • In consultation with Provost Council sets annual enrolment targets that reflect institutional priorities.
  • Working with the CIO and Data, Analytics and Reporting (DAR), facilitates coordinated approach to data analysis and resulting strategies with respect to domestic and international recruitment, aligning OC to best practice and in support of achieving SEM plan targets.
  • With DAR, analyzes learner data and metrics related to recruitment, enrolment, graduation, etc., to monitor and inform the College’s strategic enrolment management strategies, and to enhance the college’s success and competitiveness.
  • Works collaboratively with College Relations and other portfolios to support effective student recruitment marketing plans. Contributes to establishing best practices for documentation and reporting of learning outcomes on a transcript.

Technology and Data Supports
  • Identifies assessment methods that allow for collection and analysis of relevant data to be consistent with the SEM Plan objectives and goals.
  • Gathers timely and accurate information on applicant recruitment and retention and other relevant data from various internal sources, to track activities focused on meeting enrolment goals.
  • Works collaboratively with the Deans, the Registrar and the Director, International Education to ensure the appropriate use and maintenance of leading-edge systems and technology aligned to SEM. Works collaboratively with the Director, Information Technology to implement and sustain necessary data collection and analysis systems.

Human Resources
  • Leads the department’s human resources by fostering a positive, engaging and respectful work environment based on service excellence.
  • Advances the capability of the portfolio through recruitment and hiring, supervision, engagement, training, job performance and development of staff.
  • Leads the department’s management team to ensure that high performance standards and customer satisfaction levels are maintained.

Institutional Leadership
  • Provides a strategic vision for the department and leads the annual development of short and medium range plans, and operating and capital budgets, in keeping with unit and institutional requirements. Ensures that the department’s budget is planned, prepared and monitored in keeping with College objectives, policies and procedures.
  • Participate in Okanagan College committees and various ad hoc committees, teams, and task forces.
  • Participates on provincial committees as appropriate.
  • Performs other duties as assigned.


Education and Experience
Bachelor’s degree required; Master’s degree or equivalent education/training and experience is an asset.
  • Minimum 8-10 years of experience in the post-secondary sector including senior-level experience in strategic enrolment management or comparable context.
  • Experience leading student recruitment, engagement, marketing, organizational change management initiatives, and working within a governance structure at a publicly funded institution is preferred.

  • Ability to analyze all types of quantitative and qualitative data into informational reports and presentations that can be used for strategic planning and problem-solving

  • Ability to initiate, anticipate, shape and adapt to emerging opportunities
  • Demonstrated effective and positive management style in a student-centered environment
