SCOPE
Reporting to the Manager, Capital and Financing, the Analyst, Capital and Asset Management produces, validates and analyses financial information and data pertaining to the tangible and intangible assets of the University as well as the capital budget.
PRIMARY RESPONSIBILITIES
• Monitor, analyse, settle, reconcile and record transactions of the University’s Enterprise Asset Management program including conducting regular cycle counts and physical inventories to track and reconcile asset movements and changes, maintaining the tangible and intangible asset database and ensuring accurate asset information.
• Assist with the planning and execution of asset disposal, such as zero-waste management and the sale of assets, including the Zero Waste U-Store and the sales and donation of assets process. All of this in accordance with the University’s sustainability strategies.
• Prepare reports on asset performance, utilization, and any issues identified regarding the life cycle and efficiency of assets. This includes the determination, calculation and monitoring of the assets’ Key Performance and Risk Indicators.
• Track and reconcile the University’s assets inventory according to the Enterprise Asset Management Program, by comparing and correcting data, including active involvement and responsibility on the process of tagging of assets from their acquirement until their disposal in the various University´s information systems.
• Monitor and ensure the compliance of the CFO-4 policy which frames the Capital Budget Policy. Including the periodic review and audit of various databases to ensure the accuracy for seasonal tasks within the Capital portfolio, such as the determination of the University´s fiscal capacity and the capital investment prioritization process amongst others.
• Track and determine the financial status of the University´s capital investments by analyzing actual results in comparison with budget ensuring no over-expenditures and compliance with the approved Capital Budget, including the tracking of the bridge financing of capital projects; review the benefits of the capital investments to the University and analyse and trackthe budgeted contingencies of the capital projects.
• Prepare journal entries to book in the University’s financial statements and answer auditor’s questions; reconcile transactions by comparing and correcting data, including active involvement and responsibility on the process from the creation to the closure of capital projects in the various University´s information systems.
• Integrate the Enterprise Asset Management Program with the Capital Budget including the refinement of the capital refresh buckets with the asset inventory database amongst others.
• Assure the accuracy, timeliness, and completeness of the data in reports that must be presented internally and externally to the government or other agencies.
• Assemble and summarize data to structure sophisticated reports, including supporting documents for periodic meetings, on financial status and risks in order to support management in making well-informed decisions.
• Develop financial models, conduct benchmarking and process analysis; conduct business studies on past, future and comparative performance to develop forecast models.
• Provide key feasibility and other financial analytical support to the community that manages or tracks assets, including training on the tagging of assets; act as the main point of contact to asset managers, ITAM stakeholders, zero-waste team, project managers of the University, as well as government contacts pertaining the recording and reporting of assets in the government data base.
• Provide key feasibility and other financial analytical support to the capital community, act as the main point of contact to capital project managers, provide training on the capital budget process when required.
• Provide support to the various forums and/or committees including the Capital Budget Committee and the Capital Budget Working Group: preparation of meeting documentation, answering members’ questions and requests.
• Act as backup and redundancy to the Capital and Financing team as required.
QUALIFICATIONS
• Bachelor's Degree in Commerce with a major in, Economy, Finance or a relevant field with a minimum of two to four years' of related work experience.
• Relevant post-graduate degree and professional accreditations are considered assets.
• Good knowledge in the field of capital and asset management.
• Excellent financial analytical skills and familiarity with the notion of Return on Investments and Key Performance Indicators.
• Ability to interpret complex situations and resolve conflicts with professionalism and discretion.
• Good knowledge (Level 4) of spoken and written English and French.
• Advanced knowledge of Microsoft Office (Word, Excel (Pivot-Tables), Power BI, PowerPoint and Outlook). Advanced ability to work in a PC environment using word-processing, spreadsheets, relational databases, financial reporting, statistical or other applications in order to compile, manipulate, process, and/or format data and reports.
• Advanced understanding of computing and automation technologies and administrative and information systems.
• Knowledge of SAP, Maximo and AI tools are considered as assets.
• Strong interpersonal skills with proven customer focus and ability to analyze and solve difficult problems.
• A self-starter who works independently in a dynamic work environment through strong, organizational, communication, planning and time management skills.
• A dynamic, detail-oriented, diligent, and effective influencer with can-do attitude to exercise initiative and handle several tasks and changing priorities; with the ability to prioritize and meet deadlines.
