SUMMARY

Reporting to the Director of Planning and Development, the incumbent is responsible for the proactive implementation of strategic municipal projects, such as downtown development and the housing strategy, in alignment with regulatory guidelines. The role emphasizes strategic planning and interdepartmental coordination of land development initiatives, in close collaboration with technical teams responsible for infrastructure design and construction.

In addition, the incumbent translates strategic priorities into concrete projects, ensuring timely delivery, appropriate resource allocation and the achievement of key deliverables. They also serve as a resource person for municipal departments and external partners, while actively helping to mobilize the community around key initiatives that support the municipality’s vision of sustainable, inclusive and integrated development.

DUTIES AND RESPONSIBILITIES

1. Strategic project management

  • Lead the implementation of projects stemming from the strategic plan, with a focus on territorial development (e.g., housing, downtown revitalization, etc.)
  • Define and monitor action plans; set clear priorities and measurable performance indicators; manage resources; and track timelines and results
  • Contribute to the development of annual and multi-year planning

2. Monitoring project performance and risks

  • Provide regular updates and presentations to senior administration and Council
  • Oversee project progress, budget, quality and performance
  • Identify risks, recommend corrective measures and ensure achievement of expected outcomes
  • Prepare project reviews and propose improvements

3. Interdepartmental collaboration and stakeholder mobilization

  • Serve as a liaison and promote innovative collaboration between the Planning and Development Department and other municipal departments
  • Foster engagement with external partners (e.g., developers, consultants, organizations and government bodies) throughout all project phases
  • Lead or participate in working groups, internal committees and consultation processes

4. Financial resources management

  • Identify funding opportunities and prepare grant applications for strategic capital projects, including complex processes involving provincial, federal, municipal and external programs
  • Collaborate closely with finance teams to develop annual budgets, ensuring efficient resource allocation for current and future projects while aligning with the organization’s financial goals

5. Additional responsibilities

  • Prepare key administrative documents, such as tenders and reports, to support compliance and efficient decision-making and operations
  • Maintain databases and monitoring tools relevant to the department’s area of work
  • Perform other related duties as assigned by the Planning and Development Department

MINIMUM REQUIREMENTS

Education and professional memberships

  • Undergraduate degree in urban planning, engineering, or a related field (for example architecture)
  • An equivalent combination of education and experience may be considered
  • Membership or eligibility for membership in the Canadian Institute of Planners (CIP) (asset)
  • Membership or eligibility for membership in the Architects Association of New Brunswick (asset)
  • Membership or eligibility for membership in the Association of Professional Engineers and Geoscientists of New Brunswick (asset)

Experience

  • Minimum of eight (8) years of relevant experience as an urban planner, engineer, or project manager
  • Proven experience managing strategic projects focused on optimizing land development, ideally within a municipal setting or in the fields of planning or real estate development
  • Project management certification (PMP or equivalent) (asset)

Knowledge

  • Excellent command of spoken and written French and English
  • Strong proficiency in Windows and the Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
  • Mastery of project management tools and methodologies
  • Solid understanding of project planning, budget tracking and financial analysis
  • Good knowledge of urban planning principles, land development, urban design and municipal infrastructure
  • Knowledge of how to collect, interpret and analyze statistical data
  • Knowledge of how to engage stakeholders, coordinate collaborative processes and lead consultations
  • Knowledge of how to prepare and coordinate grant applications

WORK SCHEDULE

  • Based on the current salary scale
